On March 7,2008, the Chinese authorities had claimed to have foiled an attempt by three Uighurs to blow up a plane of the China Southern Airlines flying from Urumqi, the capital of the Xinjiang province, to Beijing. The persons involved had allegedly managed to smuggle inside the aircraft gasoline concealed inside a can of soft drinks. The plot was foiled by alert security guards on board the plane and two of the suspects were arrested on board the plane. A third was arrested subsequently.

2.The Chairman of China Southern Airlines Liu Chaoyong said that a female passenger came out of the rest room and passed by a flight attendant who detected a suspicious smell. Then she smelt the scent of perfume and gasoline in front of the rest room. The attendant immediately searched the rest room and found an inflammable substance inside the garbage bin of the rest room. The attendant notified the airplane security guard immediately. Based upon how the female passenger spoke and acted, they realized that the male passenger next to her was a companion. The two individuals were arrested. The plane crew then moved the suspicious substance into the special container bin for handling such materials. The plane made an unscheduled stop at the Lanzhou airport. The two suspects were taken away by the police. Liu Chaoyong said that the preliminary analysis was that the two individuals intended to hide the inflammable material and then take action at the appropriate moment. ( Please refer

3. Since then, the Chinese authorities have been greatly concerned over the dangers of an act of aviation terrorism by Uighur jihadis belonging to the pro-Al Qaeda Islamic Movement of Eastern Turkestan (IMET). Apart from conventional acts of hijacking an aircraft, their concerns are focused on acts such as causing an explosion in mid-air with explosive material smuggled into an aircraft and a 9/11 style attack on a ground target with a hijacked aircraft. Possible responses to such scenarios have formed an important part of counter-terrorism exercises in China.

4. These concerns, which are not only continuing, but have also been aggravated after the violent incidents in Urumqi from July 5 to 8,2009, were reflected in the third joint Sino-Russian counter-terrorism exercise code-named "Peace Mission 2009" held for five days from July 22,2009, in the Sino-Russian border region. The actual exercise was preceded by a strategic preparatory meeting held at Khabarovsk in Russia on July 22. This was followed by the actual exercise held at the Taonan tactical training base of the Chinese People's Liberation Army (PLA) in northeast China's Jilin Province. It comes under the Shenyang Military Command.

5. Whereas in the previous two exercises held in 2005 and 2007, army units of the two countries played a prominent role, in the latest exercise Air Force units of the two countries played a prominent role The greater prominence given to the role of the Air Force in counter-terrorism resulted in a drastic reduction in the number of military personnel involved in the exercise. This came down from about 10,000 from each side in the previous two exercises to about 1300 from each side in the latest exercise.

6.Russia deployed 22 aircraft ---- including Su-27 fighters, Su-24 and Su-25 attacker aircraft--- and several helicopters in the exercise.. They arrived at a military airport in Qiqihar in the Heilongjiang Province. The PLA deployed more than 40 aircraft including attackers, fighter-bombers, armed helicopters and transporters. Interestingly, the Russians and the Chinese also deployed surface-to-air missile units. The deployment of the SAM units indicated that their operating instructions against aviation terrorism envisaged the shooting down of a hijacked aircraft if there was a danger of a 9/11 type incident.

7. Briefings and comments by Chinese experts to their media, which was allowed to watch the exercise, indicated that their concerns mainly focused on the dangers of an act of aviation terrorism by the Uighurs. Even though the exercise was planned long before the recent Urumqi disturbances, these disturbances found mention in the briefings and comments.

8.In a curtain-raiser despatch of July 20,2009, the Xinhua news agency quoted Major General Wang Haiyun, a former Chinese Military Attache to Russia and an expert in international strategy, as saying as follows: "Russia, a large country with many ethnic groups and complex political situations, is facing similar challenges. To some extent, the July 5 Xinjiang riot pushed forward anti-terrorism cooperation between China and Russia. Russia and China should also cooperate more vigorously to defend themselves and prevent terrorism from spreading from Afghanistan to Central Asia."

9.In an interview to the "China Daily" (July 31,2009) after the conclusion of the exercise, Major General Meng Guoping, who is the Deputy Director of the War Operations Department under the General Staff Department of the PLA, said: ."Rules of engagement for anti-terrorism combat operations are being formulated by the Chinese army to deal with the growing terrorist threat facing the nation. The move would mark the first time since its founding 82 years ago that the 2.3-million-strong People's Liberation Army (PLA) would have separate regulations for anti-terrorism operations. The army is drafting an Ordinance for Anti-terrorism Combat Operations based on its experience in anti-terror missions over the past few years. The army will also publish its first set of combat guidelines on anti-terror operations for the whole armed forces. The guidelines will regulate the anti-terror mission's responsibility, composition, command and logistics support. The PLA has included anti-terror combat training in its elite armed forces divisions since last year and each army division has set up its task force for emergency response."

10.The same paper quoted Song Xiaojun, a leading military expert based in Beijing, as saying as follows: "Extremists, separatists and terrorists have been collaborating to target China and turning more violent, almost to the point of forming an anti-Chinese government rebellion. The "three forces" defined in the SCO (Shanghai Cooperation Organisation ) Shanghai Treaty, namely extremism, separatism and terrorism, were said to be behind the deadly riot in the Xinjiang Uighur autonomous region on July 5, during which 197 Han people and Uighurs died. China gave legal rights to its army to combat terrorism when it implemented the Emergency Response Law in August 2007."

11. An interesting feature of the just-concluded exercise was the virtual absence of any role for the police and other civilian counter-terrorism agencies, if China has any. China treats counter-terrorism, even against its own nationals taking to violence amounting to terrorism, as a military and not a police operation. The result is the relative inexperience of the Police in dealing with terrorism-like situations and other law and order disturbances involving the use of violence by protesters. Any such disturbances tend to be looked upon by the Police as terrorism. They easily lose their cool and over-react, using disproportionate force. This is what happened at Urumqi recently.

12. India has already held two joint counter-terrorism exercises with the Chinese armed forces---- the first in Yunnan and the second in Karnataka. The police has a very important role to play in our counter-terrorism operations away from the border. We must take care that our security forces do not get infected with the ruthless Chinese ways of dealing with their own people under the name of counter-terrorism.

The explanation of the Prime Minister, Dr.Manmohan Singh, in the Lok Sabha on July 29,2009, on the statement issued by him jointly with Yousef Raza Gilani, the Pakistani Prime Minister, at Sharm-el-Sheikh in Egypt on July 17,2009, skillfully sought to control the damage done by the ill-advised and ill-drafted joint statement.

2. It was ill-advised because it has enabled Pakistan to claim to the international community that our PM was satisfied with the action taken by it against some Pakistan-based members of the Lashkar-e-Toiba (LET) for their involvement in the Mumbai terrorist attack of November 26-29,2008, in the hope that this would result in a relaxation of the international pressure to act against the LET.

3. The international pressure on Pakistan to act against the LET has been there since the attack on the Indian Parliament on December 13,2001. It was because of this pressure that Pervez Musharraf, the then Pakistani President, banned the LET through a gazette notification on January 15,2002. The ban is still in force, but has not been implemented effectively by either the previous Government of Musharraf or by the present Government of Asif Ali Zardari.

4. There was intensified international pressure on Pakistan after Mumbai 26/11 because among those killed were 25 foreign civilians. It was this pressure and not the bilateral diplomacy of the Government of India, which made Pakistan register an offence against five members of the LET and investigate their involvement and place Prof.Hafeez Mohammad Sayeed, the Amir of the Jamaat-ud-Dawa (JUD), the political wing of the LET, under house arrest.

5. As a result of the ill-warranted certificate of good neighbourly co-operation given by Dr.Manmohan Singh to Pakistan, there are already signs of this pressure being relaxed. This would be evident from the absence of forceful international reaction to the farce of the legal proceedings against Sayeed, which has resulted in his being released from house arrest.

6. The joint statement was also ill-advised because it has unwittingly conveyed an impression to Pakistan’s political leadership and military-intelligence establishment that a terrorism fatigue has set in among our political leadership and that continued use of terrorism by the Inter-Services Intelligence (ISI) against Indian civilians and economic infrastructure could ultimately make India amenable to a change of the status quo in Jammu & Kashmir.

7. The Prime Minister is right in wanting peace and good-neighbourly relations with Pakistan, but unwise in giving an impression to Pakistani leaders that he is over-keen for peace with Pakistan and that he does not have the stomach for a prolonged confrontation with Pakistan on the terrorism issue----whether the confrontation is political, economic, military or covert. That was the impression which Gilani and his advisers would have got at Sharm-el-Sheikh and the Prime Minister’s well-drafted statement in the Lok sabha has not been able to dissipate that impression.

8.The Prime Minister made use of the dossier given by Pakistan before Sharm-el-Sheikh on the investigation made by it so far against the LET in two ways. He tried to project this dossier as justifying the action taken by him at Sharm-el-Sheikh. He also tried to score a debating point against the Bharatiya Janata Party (BJP) led opposition coalition by claiming that his Government through pressure had been able to make Pakistan concede the LET involvement whereas the BJP-led Government was not able to do this.

9. If the BJP members had carefully studied and mastered facts and figures, they could have effectively countered the PM’s claim of credit by pointing out the following:

• There have been four acts of mass casualty terrorism since 1981. All the four were carried out when the Congress (I) was in power in New Delhi.
• There have been three instances of targeted attacks on foreigners since 1991----two in J&K and one in Mumbai. All the three were carried out when the Congress (I) was in power.
• There have been seven acts of ISI-sponsored aircraft hijackings since 1971. Six of them were carried out when the Congress (I) and one when the BJP was in power.
• There has been one instance of an Air India plane being blown up in mid-air killing over 250 persons. This took place when the Congress (I) was in power.
• The LET was banned by the Musharraf Government as a terrorist organization through a gazette notification on January 15,2002. The Manmohan Singh Government has not been able to get the JUD banned by the Zardari Government even eight months after the Mumbai attack.
• Indira Gandhi was assassinated when the Congress (I) was in power in New Delhi. Rajiv Gandhi was assassinated when an ally of the Congress (I) was in power in New Delhi and another ally in Chennai.
• The Indian Mujahideen came into existence when the Congress (I) was in power.
• The first commando-style complex terrorist attack in Indian territory by a group of terrorists, all hailing from Pakistan, has taken place when the Congress (I) is in power.

10. Despite the Congress (I)’s better counter-terrorism expertise and experience, it has not been able to deal effectively with jihadi terrorism.The BJP leaders were not able to bring this out.

11. The PM used the dossier against the LET received from Pakistan in justification of his action at Sharm-el-Sheikh. A close examination of the dossier as published in the media and a study of the various statements made since February,2009, by Rehman Mallik, the Pakistani Interior Minister, would bring out the following:

• The Pakistani authorities continue to make a distinction between the LET and the JUD, projecting the LET as a defunct organization in view of the January 15,2002, ban still in force and the JUD as a legitimate organization despite the declaration of the anti-terrorism committee of the UN Security Council calling it as a terrorist organization. Their action has been confined to those who hold position in the LET and not to those who hold position in the JUD.
• Till now, their action has been focused on the logistics cell of the LET in Karachi and not against the planning and training cell of the LET based in Muridke in Punjab and in Pakistan-Occupied Kashmir.
• They continue to project the Mumbai attack as the outcome of a multi-national conspiracy involving elements in Pakistan, India, Europe, the US and Russia.
• They have been trying to claim that the role of the Indian elements has not been fully investigated by the Mumbai Police.

12. There are certain other disturbing indicators. Firstly, while releasing Sayeed from house arrest, the three-member bench of the Lahore High Court observed on June 6,2009, that there is no evidence to show that the JUD is a terrorist organization and that Sayeed had any role in the Mumbai conspiracy. Similar observations were made by Chief Justice Iftikhar Mohammad Chaudhury and two other judges of the Supreme Court when the Government’s farcical appeal against his release came up before the Supreme Court. The Lahore High Court judges even said that Indian evidence is not reliable. With such pronouncements already made by judges of superior courts, will the Anti-Terrorism court, which is subordinate to them, be able to give a different ruling holding the five LET members prosecuted as guilty?

13. As a result of the pressure from the Governments of countries whose nationals were killed in Mumbai, Pakistan has embarked on an elaborate exercise of seeming co-operation with India in the investigation. Such instances of even seeming co-operation were not there in the past. But the sincerity of this co-operation is yet to be established.

14. We should have waited till this sincerity was established. What was the need for the indecent hurry shown by Dr.Manmohan Singh at Sharm-el-Sheikh for fresh talks with Pakistan?

15.If we had waited for a few months more till a clearer picture emerged from the proceedings of the Anti-Terrorism Court, will the heavens have fallen on our heads? A convincing answer to this has not been forthcoming from the Prime Minister.

16. The Prime Minister used former President Ronald Reagan of the US as a prop by quoting his remark: “Trust, but verify”. Yes, he had said it. In 1986 some US soldiers were killed by an explosion in a West Berlin discotheque. The US investigators established that the terrorists had come from Libya. After verification, he ordered the US Air Force to bomb the training centre in Libya.

17. Indian investigators have clearly verified and established that the terrorists who attacked Mumbai were trained in the POK.

Pakistan's Inter-Services Intelligence (ISI), with the help of compliant sections of Pakistan's journalist community, has embarked on a psychological warfare campaign on the issue of the use of the Lashkar-e-Toiba (LET) by the ISI against India and the demand of the Government of India that it act against the LET for its involvement in the Mumbai terrorist attack of 26/11.

2. The message of the Psywar campaign is clear: "If you want us to act against the LET, help us in acting against the Balochistan Liberation Army (BLA)"

3. The BLA has been active in Balochistan since 2005 and has badly damaged the Punjabi economy by repeatedly disrupting the supply of sui gas from the gas production wells in Balochistan to industrial and domestic consumers in Pakistan's Punjab. The successful disruption of gas supply to industrial consumers in Punjab and power stations in the rest of Pakistan is partly behind the problems faced by the Pakistani economy and the serious disruptions in power supply in different parts of Pakistan.

4. Even if the US gives Pakistan billions of dollars in economic assistance, Pakistan's economy will not improve so long as Balochistan continues to burn due to the grievances of the Balochs against the Punjabis. The economic difficulties faced by the people due to erratic power supply, which is affecting the daily lives of millions of Pakistanis and damaging agricultural operations, are creating new pockets of alienation in the Seraiki areas of Southern Punjab and Sindh.

5. The Pakistani Army, despite the use of the most ruthless methods of suppression and despite the misuse against the Balochs of equipment such as helicopter gunships given by the US for use against Al Qaeda and the Taliban, has not been able to enforce the Pakistan Government's writ in the Baloch majority areas of the province. So long as the Pakistan Army does not succeed in Balochistan, the much-hyped Iran-Pakistan gas pipeline will remain a pipe dream. So too the much-hyped dream of Gwadar becoming the preferred gateway for the external trade of the Central Asian Republics (CARS) and the Xinjiang province of China. More than two years after it was inaugurated by the then President Pervez Musharraf, the Chinese-constructed Gwadar port has failed to attract the CARs. The Chinese have their own problems in the Xinjiang province where the Muslims are in a state of revolt against Han domination in an area which is looked upon by pan-Islamic forces such as Al Qaeda as historically belonging to the Muslim Umma. At a time when the Kashgar area of Xinjiang is threatening to become the North Waziristan of the Central Asian region, it is not surprising that the Chinese are going slow on the various proposals, which had originated from Pakistan, for the further development of Gwadar.

6. Pakistani leaders are fond of describing Jammu & Kashmir as the jugular vein of Pakistan, using an expression originally coined by Mohammad Ali Jinnah. Pakistan cannot emerge as an industrial power if Balochistan, the most mineral rich of the Pakistani provinces, remains in a state of revolt. The Baloch revolt has made the Pakistani leaders realise that Balochistan is Pakistan's real jugular vein. Pakistan's economy will be perpetually in a state of near collapse if there is no stability in Balochistan.

7. The Federal Government----whether ruled by the military or political leaders--- is not prepared to loosen the control of the Punjabi business class over the mineral wealth of Balochistan. The Baloch demand for independence is not only due to political and ethnic reasons. It is also due to economic reasons. The rest of Pakistan---particularly Punjab--used to flourish with the help of the gas and other mineral resources of Balochistan, with the Balochs languishing in poverty. The Baloch nationalists have decided ----thus far and no further. For the last three years, they have seen to it that their mineral wealth no longer goes to Punjab and other provinces.

8. Just as China's problems in Xinjiang are due to the Han colonisation of the province, Pakistan's problems in Balochistan are due to the Punjabi colonisation of the province. The Baloch freedom struggle is the outcome of the Punjabi colonisation. India has had nothing to do with it.

9. If India had wanted to take advantage of the widespread alienation amongst the Balochs against the Punjabi colonisers, it could have done so in 1971 after crushing the Pakistani Army in the then East Pakistan. Indira Gandhi could have easily ordered the Indian Navy to crush the Pakistan Navy and to move to the Baloch coast and help the Baloch freedom fighters, who had risen in revolt. She did not do so because she felt that the Baloch problem was Pakistan's internal affairs and that it was not in India's interest to further weaken Pakistan.

10. Despite considerable sympathy and friendly feelings for the problems of the Sindhis, Mohajirs, Balochs and Pashtuns, far-sighted Indian leaders, who succeeded Indira Gandhi as the Prime Minister, refrained from taking advantage of Pakistan's internal problems in retaliation for its use of terrorism against India. The late G.M.Syed, the father of the Sindhu Desh movement, openly visited India when Rajiv Gandhi was the Prime Minister. Similarly, many Pashtun, Baloch and Seraiki leaders had openly visited India on many occasions to interact with Congress (I) leaders. The message conveyed to them was very clear: They should sort out their problems with the Government of Pakistan. India would have no role in it.

11. Despite this, since 2005, Pakistan has been alleging Indian intereference in Balochistan and now is talking of an alleged Indian role in the Pashtun belt. It is being helped in this exercise by some US non-governmental analysts not well disposed towards India. Pakistan has now stepped up this campaign for two reasons: Firstly, its economy is steadily worsening as a result of the continuing freedom struggle in Balochistan. Secondly, its intelligence agencies find in this psywar a pretext for not acting against the LET.

12. India should not fall into this trap . It should follow a two-pronged approach. Firstly, it should make it clear that Balochistan is Pakistan's internal affairs and that it has nothing to do with terrorism. Hence, it could not figure in Indo-Pakistan discussions on terrorism. Secondly, Pakistan's attempts to divert the attention of the international community away from the LET activities will not be allowed to succeed.

Pakistan's Inter Services Intelligence directorate reportedly wants to be involved in the talks with India. We requested B Raman, India's best-known expert on counter-terrorism and a former senior official at the Research and Analysis Wing, India's external intelligence agency, what he thought of the ISI's suggestions. This is what Mr Raman, who wrote this piece en route to Singapore, said:

The Inter-Services Intelligence of Pakistan, the bete noire of the Indian security agencies, is again in the news for two reasons.

The first reason is due to the agreement between Prime Minister Manmohan Singh and Pakistani Prime Minister Yousef Raza Gilani at their recent summit at Sharam-el-Sheikh that the two countries would share real-time actionable intelligence on terrorism.

The second is the report carried by The Hindu, the national daily, under the joint by-line of Nirupama Subramanian, its Islamabad correspondent, and Siddharth Varadarajan, its New Delhi correspondent, about a recent meeting between Lieutenant General Ahmed Shuja Pasha -- who was appointed by the Asif Ali Zardari government as the ISI's director general in September last year reportedly under US pressure -- and the Indian military attaches in Islamabad.

Pasha replaced Lieutenant General Nadeem Taj, whom the US allegedly suspected of masterminding the terrorist attack on the Indian embassy in Kabul in July last year and of leaking US-origin secrets to the Taliban

Pasha enjoys the Americans's trust and affection until now. After the Mumbai terrorist attacks of November 2008, American non-governmental experts on India-Pakistan affairs, with close contacts to the US administration at different levels, had believed that if at all there was an ISI involvement in Mumbai 26/11, it would have been under Taj and not under Pasha.

It may be recalled that Ajmal Kasab , the sole surviving terrorist of the Mumbai attacks, had reportedly told interrogators that the original target date for the attacks was in September, but the Lashkar-e-Tayiba postponed it for reasons not known to him. Taj was still the ISI chief at that time.

The inference from this was that the conspiracy for the attack was drawn up by the Lashkar, with the knowledge if not at the instance of the ISI headed by Taj, but when he was replaced under US pressure, the ISI withdrew from the conspiracy. The Lashkar went ahead with the plot without the ISI's further involvement.

Taj, who was very close to then Pakistan president General Pervez Musharraf , had a reputation of being strongly anti-India, whereas Pasha, it is believed, is not. I had referred to this in one of my articles on 26/11.

The Hindu report has created some excitement because it has referred to a meeting between Pasha and the Indian military attaches posted at the Indian high commission in Islamabad at which the ISI chief was reported to have suggested that the Government of India remain in touch with the Pakistan army and the ISI in addition to its interactions with the elected leadership in Pakistan. This meeting was apparently held at Pasha's initiative.

In his conversation on board his aircraft with Indian journalists who had accompanied him to the G-8 summit in Italy , Dr Singh was reported to have referred to a meeting between Pasha and the Indian defence attaches in Islamabad as part of the ongoing effort to explore the possibility of resuming the interrupted dialogue between the two countries.

Immediately thereafter, The News, a Pakistan daily newspaper, published a report, attributed to official sources, denying that such a meeting had taken place.

And now comes the report in The Hindu. Was it based on information originating from the ISI in Pakistan and the Pakistani high commission in New Delhi or from the Indian high commission in Islamabad and the Indian foreign office in New Delhi? It is difficult to say.

Whoever was behind the report, there is an element of psychological warfare behind it -- either initiated by the ISI or by elements in the Government of India. It is, therefore, difficult to say how much of it is a fact and how much motivated spin.

Whatever be the truth, it has been seen recently that Pasha and his officers have been playing an increasingly active role in interacting off-the-record with the media and giving the army's and the ISI's version of the situation in the India-Pakistan-Afghanistan region.

Interestingly, coinciding with US Secretary of State Hillary Clinton's visit to India last week, an unidentified ISI official or officials in Islamabad briefed one or more US journalists on the situation in which concern was expressed over the implications of the stepped-up US offensive against the Taliban in the Helmand province in Afghanistan and over the continued perception in the Pakistan army of a likely threat from India, which inhibited its operations against the Pakistani Taliban. A report based on this briefing was carried by the International Herald Tribune. I do not remember the date, but I read it on board an aircraft on the night of July 22.
From all this, it is evident that there is active lobbying -- if we do not want to use the word pressure -- for a liaison relationship between the ISI and an appropriate Indian intelligence agency. The US seems to be playing a role in this exercise.

The Americans had made a similar effort in 1993 after the Mumbai blasts of March 1993, when Bill Clinton was the president and P V Narasimha Rao was our prime minister. The Central Intelligence Agency offered to arrange a meeting between the heads of the ISI and R&AW. While Nawaz Sharif , the then Pakistani prime minister, reacted positively after some initial hesitation, Narasimha Rao was negative in his reaction. This was partly due to his scepticism about the US role and partly because of the strong opposition from J N Dixit, then the foreign secretary.

Dixit's opposition arose from his distrust of the ISI as well as R&AW. His distrust of R&AW dated back to his days as India's high commissioner in Colombo. He felt annoyed that R&AW did not keep him totally in the picture about its independent interactions with the Sri Lankan leadership.
There was another reason for Dixit's distrust. There were three sporadic meetings between the heads of the ISI and R&AW in third countries between 1988 and 1991 to discuss Indian allegations of the ISI's support to Khalistani terrorists in Punjab and Pakistani allegations of R&AW's meddling in Sindh. Karachi was burning at that time due to the violent activities of various anti-Punjabi militant groups.

These meetings were organised at the initiative of a member of Jordan's royal family. President Zia-ul Haq, who died in August 1988, his successor Benazir Bhutto and her successor Nawaz Sharif were in the picture. In India, then prime ministers Rajiv Gandhi and Chandra Shekhar were in the picture. There were no meetings when V P Singh was the PM.

The ministries of defence and external affairs were annoyed at R&AW for not keeping the interactions with the ISI confined to terrorism and for expanding the agenda to include possible ways of solving the Siachen issue. In fact, it was Rajiv Gandhi who encouraged R&AW to discuss Siachen with the ISI. Despite this, Dixit was annoyed with R&AW when he discovered these meetings in 1993. Ultimately, the US proposal of 1993 as conveyed by the CIA remained a non-starter due to Narasimha Rao's scepticism strengthened by Dixit's views.

Now this proposal has again come up after 26/11. I have been of the view that R&AW and the ISI should maintain a secret liaison of which only the leaderships of the two countries should be aware. Such a liaison helps in many ways: Firstly, it provides the leadership with a clandestine channel of communication. Secondly, intelligence chiefs of the two countries are able to know and assess each other in flesh and blood during personal meetings and not merely through media reports and uncorroborated source information. Thirdly, it helps them to pick each other's brains and understand each other's mindset.

Intelligence professionals are not like diplomats. They speak to each other more freely and frankly than diplomats do. And the fact that they enjoy the confidence of their leadership and have direct access to them for informal discussions gives them a certain self-confidence which non-intelligence senior bureaucrats do not have.

There is no harm in our giving a try to the idea of an informal, clandestine one-to-one liaison relationship between the ISI and R&AW. We should not have any illusions that it would result in a sharing of actionable intelligence. Intelligence agencies share actionable intelligence only when they have common State and non-State enemies. India and Pakistan do not have common enemies.

Even countries, which do not have an adversarial relationship, do not sincerely share all intelligence. They pick and choose depending on their national interest. The CIA has had a liaision relationship with Indian intelligence for nearly 60 years. While I was in service, it had shared a lot of intelligence with us on China, but not on Pakistan and its support to anti-India terrorism. It was its perception that it was in the US national interest to help India against China, but not against Pakistan.

In the cae of all liaison relationships there is a danger of the other intelligence agency trying to mislead by planting false intelligence. This danger will be very high in the ISI's case. It could create alienation between the Government of India and our Muslim community by planting false intelligence about selected members of the Indian Muslim community, particularly about those it does not like.

The liaison relationship should be carefully supervised by the political leadership.

The following comments were recorded by me separately in a group discussion through the Internet on the just-ended visit of Mrs.Hillary Clinton, the US Secretary of State, to India (July 17 to 21,2009):

Whenever US leaders visit India, the issues which figure in private conversations and public interactions, fall into three categories:

(a).Issues of global interest such as non-proliferation, climate, trade etc.

(b). Issues having a bearing on Indo-Pakistan relations such as
Pakistani action against terrorism, Indo-Pak dialogue etc.

(c). China--- more indirectly than directly

2.The impression I have is that while Mrs.Hillary Clinton was eloquent and forthcoming on the first two categories mentioned above, she controlled her eloquence on China. She was careful not to create any misunderstanding in the US relations with China. The role of the Indian Defence Ministry in her official engagements was marginal..

3. I notice that from New Delhi she has flown to Phuket to attend the ASEAN Foreign Ministers' meeting and the meeting of the ARF. Her Indian engagements were coupled with her ASEAN/ARF engagements. She is going to sign at Phuket the ASEAN's Treaty of Amity and Co-operation, which successive US administrations had refrained from signing for nearly two decades. One of its three principles is non-interference in the internal affairs of the countries of the ASEAN region. Among other reasons for the reluctance of the previous administrations to sign it was the concern that it could inhibit their activist role in Myanmar.The Obama Administration has decided to sign it

4.I assess that whereas the Pentagon continues to attach the same importance to the US relations with India as it did under Bush, there is a growing lack of convergence between the State Department and the Pentagon on the importance of the relations with India. In the Pentagon, it is more action than words. In the State Department, it is more words than action.

5.For years, different US Administrations had been pressing New Delhi to allow the US to send a mission to Arunachal Pradesh to look for the remains of US Air Force personnel who went missing during the Second World War. All the previous Indian Governments had rejected the US request. There was a change of policy when Bush became the President. As an Indian gesture to Bush's gesture to India on various issues, the Government of India accepted the US request for a search in Arunachal
Pradesh. The Indian gesture also had a China-related angle----to indirectly get the US endorsement of the status quo in Arunachal Pradesh, which China has been challenging. A mission from the US came and visited Arunachal Pradesh when Bush was the President. The Obama Administration seems to be going slow on the follow-up. Why? ( 22-7-09)

I counted with Neil Armstrong as the lunar module approached the surface of the moon for the historic moon landing 40 years ago.

It was past midnight Indian Standard Time. I was in bed wide awake and hugging on to my transistor radio and listening to the live transmission of the landing broadcast by the Voice of America.

I had no TV set. Even if I had, it would not have been useful. There was no live telecast.

And then came the most exciting (for us on earth) words.

“Eagle has landed.”

One would have expected total excitement on board the lunar module. Nothing. Not even one Hooray.

Neil Armstrong and Buzz Aldrin started reading out from the instruments on board so that the ground controllers could satisfy themselves that everything on board was all right.

The ground controllers then asked the two astronauts to go to sleep.

They obediently did.

Imagine! They had landed on the moon.

The first human beings to do so.

Had I been there, I would have immediately opened the door and rushed out of the module to explore the moon.

But not Neil and Buzz.

They just went to sleep as ordered by the ground control, which, from the ground, monitored the various instruments on board as the two were sleeping----- as if they were sleeping on their bed at home and not inside a module on the lunar surface.

The live broadcast from the module stopped. The VOA started broadcasting interviews with ground controllers, members of the families of the astronauts and others.

I also went to sleep after switching off the radio.

But after every hour or so, I would wake up and switch it on to see whether live transmissions from the lunar surface had resumed.

They had not. Neil and Buzz were still sleeping.

The VOA continued broadcasting interviews on earth.

And then, after a few hours, when I switched on the radio, I could again hear the voices of Neil and Buzz chatting with the ground controllers.

Once again they were reading out from the various instruments.

And then they were asked to get out of the lunar module for their famous first step on the moon followed by over two hours of exploration in the vicinity of the lunar module. They did not venture out far away from the module.

Those in New Delhi, who had TV sets, were able to see the pictures some hours later. There was no live TV transmission.

What fears I had!

Supposing they are struck by a meteorite!

Supposing they are killed by living beings on the moon of which we were not aware!

Supposing something goes wrong with the module and they are stranded to die on the moon!

Oh God! I remember those fears even today.

And then to my relief, they returned to the module. They closed the door.

Reading out of the instruments again.

The command went from the ground to take off. They did.

The lunar module was space borne again and started moving towards the mother ship through a series of complex manoeuvres.

Mike Collins was piloting the mother ship which kept orbiting the moon as Neil and Buzz were on the surface of the moon.

The rendezvous between the mother ship and the lunar surface was a very complex manoeuvre for all the three. It required piloting skills of the highest order from all the three.

The lunar module had to reach the same orbit as the mother ship and then slowly approach it and dock.

The actual docking took place when the mother ship and the lunar module were on the far side of the moon when all communications with the ground stop.

Total silence for about 30 minutes.

Nobody knew what was happening on the other side of the moon.

Were the docking manoeuvres successful? Have Neil and Buzz transferred themselves and their cargo of moon rocks to the mother ship?

We did not know.

We had no way of knowing till the communications resumed after the orbit of the mother ship brought it to the near side of the moon.

The VOA went back to its interviews and descriptive stories.

I prayed.

And prayed.

And kept praying.

Suddently, the VOA interviews stopped.

We heard the voices of the astronauts again.

Reading out from their instruments and preparing themselves for the return journey to earth.

It was a great achievement. That day we were all Americans. The whole world was America.

As we celebrate the 40th anniversary of the first moon landing and hail once again the astronauts who participated in the moon mission, let us not forget the scientists, the engineers and other technicians on the ground who made the moon mission possible.

Their achievement was as great as that of the astronauts.

To imagine they achieved all this 40 years ago when technology was not as advanced as it is today! (21-7-09)

Dear Mrs.Sonia Gandhi,

No other section of the people of Pakistan had stood by India and the Pakistani Hindus as lovingly, as loyally and as courageously as the Balochs have done. Of all the people of Pakistan, the Balochs were the closest to the hearts of Gandhiji, Jawaharlal Nehru, Indira Gandhi, Rajiv Gandhi, Narasimha Rao and other leaders of the Congress (I) of the pre-2004 vintage.

2. When India and Pakistan became independent in 1947, in the riots that preceded and followed the Partition, practically all the Hindus, Sikhs and other non-Muslims were driven out of Pakistani Punjab and many of them from Sindh and the North-West Frontier Province (NWFP) despite the protection of the non-Muslims in the NWFP by Khan Abdul Ghaffar Khan, the Frontier Gandhi, and his brave followers. One area of Pakistan from which the non-Muslims were not driven out was Balochistan.

3. When the Babri Masjid was demolished by a Hindu mob in December,1992, mobs in Pakistani Punjab encouraged by the local officials retaliated by demolishing Hindu places of worship. There were acts of retaliation in Sindh and the NWFP too-----but not on the same scale as in Pakistani Punjab. Balochistan was one province which did not see such horrendous acts of retaliation as one saw in Punjab.

4. Baloch leaders such as Khair Bux Marri, Ataullah Khan Mengal, Nawab Akbar Khan Bugti and many others took the Hindus and their places of worship under their protection and saw to it that no harm came to them from the Punjabi settlers in Balochistan.

5. The Hindu population of Balochistan has considerably come down in recent years due to their forcible ejection from there by the Army after it launched the project for the construction of the Gwadar port with Chinese assistance. The Inter-Services Intelligence (ISI) looked upon them as potential R&AW agents and forced them to shift.

6. But the Hindus, who have managed to remain, have continued to enjoy the protection of the Baloch leaders and people. When Nawab Akbar Khan Bugti was killed by the Pervez Musharraf Government in a military operation in August,2006, among those who died with him were Baloch Hindus, whom he had taken under his protection.

7. When Indira Gandhi was the Prime Minister in the early 1980s, one of the Baloch leaders, who had great love and admiration for her, wanted to celebrate the wedding of his daughter in New Delhi so that she could attend and bless the couple. She had happily agreed to it, but then had second thoughts and persuaded him not to do so. She was worried that the ISI might project him as an Indian agent.

8.When Naraimha Rao was the Prime Minister in the early 1990s, another Baloch leader, who had played a legendary role in the first war of Baloch independence and who was very ill, chose to come to India and die in its soil as a mark of his admiration and gratitude for India. As desired by him, after his death, his body was sent to his home village in Balochistan for burial.

9. Secularism is in the blood of most Balochs----whether young or old, whether rural or urban, whether educated or illiterate. There are exceptions. Some have joined the fundamentalist parties. But have you ever heard of a Baloch member of any jihadi terrorist organisation?Have you ever heard of the involvement of Balochs in jihadi terrorism in India? Have you ever heard of any Baloch sympathy for Al Qaeda or the Taliban? Have you ever heard of any Baloch member of the Pakistani diaspora abroad involved in extremism or terrorism? Have you ever heard of suicide terrorism by Balochs?

10. Yes, there have been instances of Yemeni-Balochs joining Al Qaeda and participating in brutal acts of terrorism. Some of the suspects responsible for the kidnapping and murder of Daniel Pearl, the US journalist, in January-February,2002, were Yemeni-Balochs. These were the offspring of mixed marriages between Baloch men and Yemeni women. But such instances were an exception. By and large, the Balochs have kept out of jihadi terrorism.

11. The Balochs have been ferociously fighting for their independence again and again. They fought their first war of independence in the early 1970s immediately after Bangladesh was born. They thought they could emulate the example of the Bengalis, but Zulfiquar Ali Bhutto, then in power, ruthlessly crushed them with his Air Force. The Balochs sent out frantic appeals for help to Indira Gandhi. Despite her love for the Balochs, she decided not to take any action. She felt it would be neither advisable nor feasible. Moreover, she was aware of the concerns of the Shah of Iran over the freedom struggle of the Balochs of Pakistan. Iran has a large Baloch population on its side of its border with Pakistan.

12. The Balochs were totally suppressed by the Punabi-dominated Pakistani Army till 2004. But their desire for independence has remained as strong as ever. They started a second war of independence in December 2005, which continues till now despite the most ruthless actions taken to suppress them by the previous Government of Pervez Musharraf and the present Government of Asif Ali Zardari. Nawab Akbar Khan Bugti was killed by the Musharraf Government. Many of the young leaders of the Balochistan Liberation Army (BLA) were
subsequently killed. Despite this, the freedom struggle continues.

13. When the second freedom struggle started in December,2005, I wrote as follows in an article titled "Balochistan: Second War of
Independence" available at : "The second Baloch War of Independence poses a moral dilemma for India. The Balochs had stood by Mahatma Gandhi and the Congress Party during the independence struggle against the British. They had opposed the partition of India and the creation of Pakistan. If India had to be partitioned, they would have preferred an independent Balochistan. The Balochs were the closest to Gandhi's heart. Due to reasons of realpolitik, we let them down during their first War of Independence. The same realpolitik would dictate painful inaction by us now too. But that does not mean we should hesitate to draw the attention of the international community to the ruthless massacre of the Baloch nationalists by the Pakistan army. We owe our moral support to them. The struggle for an independent Balochistan is part of the unfinished agenda of the Partition."

14. I was gratified subsequently when the Government of Dr.Manmohan Singh publicly expressed its concern over the developments in Balochistan. But, subsequently, for understandable reasons, it chose to observe a silence. It would not have been in the interests of the Balochs and their freedom struggle to give the Pakistani military-intelligence establishment an opportunity and a pretext to project them as Indian surrogates, which they definitely are not.

15. Initially, the Pakistani military-intelligence establishment started projecting them as "miscreants". When it was not able to suppress them, it started calling them as terrorists no different from Al Qaeda and their freedom struggle as a terrorist movement. It also started alleging Indian support for them, which is totally baseless.

16. As I had pointed out in my past articles, the Pakistan Army has been misusing some of the military equipment such as helicopter gunships etc received by it from the US for use against Al Qaeda and the Afghan Taliban to suppress the Balochs. Despite the most brutal acts of suppression, the brave Balochs have continued with their freedom struggle.

17.Just as the Chinese have been demonising the followers of the Dalai Lama opposing the Chinese rule in Tibet as terrorists no different from Al Qaeda, the Pakistani military-intelligence establishment has been demonising the Baloch freedom-fighters as terrorists.

18. By failing to reject any reference to Balochistan in his joint statement with Prime Minister Yusef Raza Gilani of Pakistan at
Sharm-el-Sheikh, Manmohan Singh has unwittingly made India a party to the Pakistani exercise to demonise the Baloch freedom struggle as a terrorist movement. As the President of the Congress (I), which has always enjoyed bonds of strong love and sympathy with the Baloch leaders and people, you should repair the damage done to the interests of the nation and the image of your party by Manmohan Singh by his unwise action by clarifying the position of your party. In the context of the recent violent disturbances in Urumqi, the capital of the Xinjiang province of China, the People's Daily, published by the Communist Party of China, has come out with an article (July 16,2009) highlighting the links of the USA's National Endowment For Democracy (NED), funded by the US Congress, and the Holland-based Unrepresented Nations' and Peoples' Organisation (UNPO) with the World Uighur Congress, based in Munich, Germany. In this connection I am reproducing below three articles written by me on April 13,2000, February 12,2001, and April 20,2000.

The post-Watergate enquiries into the activities of the Central Intelligence Agency (CIA) of the US exposed details of its covert political activities in other countries in order to promote US foreign policy objectives. Amongst such activities were the secret funding of individuals, political parties and non-governmental organisations (NGOs) favourable to US interests and funneling of money to counter the activities of those considered anti-US.
After taking over as the President in January, 1977, Mr.Jimmy Carter banned such activities and imposed strict limits on the CIA's covert operations in foreign countries. During the election campaign of 1980, Mr.Ronald Reagan used effectively against Mr.Carter the argument that the post-Vietnam and post-Watergate decline of the US under Mr.Carter was due to the emasculation of its military and intelligence apparatus.
After his election in November, 1980, and before his taking-over as the President in January, 1981, Mr.Reagan appointed a transition group headed by the late William Casey, an attorney and one of his campaign managers, who was to later take over as the CIA Director, to recommend measures for strengthening the USA's intelligence capability abroad.
One of its recommendations was to revive covert political activities. Since there might have been opposition from the Congress and public opinion to this task being re-entrusted to the CIA, it suggested that this be given to an NGO with no ostensible links with the CIA.
The matter was further examined in 1981-82 by the American Political Foundation's Democracy Programme Study and Research Group and, finally, the National Endowment for Democracy (NED) was born under a Congressional enactment of 1983 as a "non-profit, non-governmental, bipartisan, grant-making organisation to help strengthen democratic institutions around the world."
Though it is projected as an NGO, it is actually a quasi-governmental organisation because till 1994 it was run exclusively from funds voted by the Congress (average of about US $ 16 million per annum in the 1980s and now about US $ 30 million) as part of the budget of the US Information Agency (USIA). Since 1994, it has been accepting contributions from the private sector too to supplement the congressional appropriations.
Thirty per cent of the budgetary allocations constitute the discretionary fund of the NED to be distributed directly by it to overseas organisations and the balance is distributed through what are called four "core organisations"---the International Republican Institute (IRI), the National Democratic Institute for International Affairs (NDI), the Centre for International Private Enterprise (CIPE) and the Free Trade Union Institute (FTUI).
In 1994, the NED set up two other organisations called the International Forum for Democratic Studies (IFDS) and the Democracy Resource Centre (DRC), both largely funded by the private sector.
Since its inception, the NED and its affiliates have been mired in controversy in the US itself as well as abroad. Amongst its strongest supporters in the US is the Heritage Foundation of Washington DC, a conservative think tank, which played an active role in influencing the policies of the Reagan and Bush Administrations.
It brought out two papers on the justification for the NED, when questions were raised in the US on the continued need for it after the collapse of the communist regimes of East Europe. In the first paper of July 8,1993, (Executive Memorandum No. 360) it described the NED as "an important weapon in the war of ideas" and said:" The NED has played a vital role in providing aid to democratic movements in the former Soviet Union, Eastern Europe, China, Cuba, Iran, Iraq, Nicaragua, Vietnam and elsewhere..... Communist dictatorships still control China, Cuba, North Korea and Vietnam. Moreover, ex-communists masquerading as nationalists continue to dominate several of the Soviet successor states. The NED can play an important role in assisting those countries in making the turbulent transition to democracy..... Local political activists often prefer receiving assistance from a non-governmental source, as aid from a US government agency may undermine their credibility in the eyes of their countrymen."
In the second paper of September 13, 1996, (Executive Memorandum No.461), it said:"The NED advances American national interests by promoting the development of stable democracies friendly to the US in strategically important parts of the world. The US cannot afford to discard such an effective instrument of foreign policy at a time when American interests and values are under sustained ideological attack from a wide variety of anti-democratic forces around the world...The NED has aided Lech Walesa's Solidarity movement in Poland, Harry Wu's human rights efforts in China and independent media outlets in former Yugoslavia. Russian political activists affiliated with the NED also played a major role in President Boris Yeltsin's re-election campaign against the reinvigorated Communist Party earlier this year.... The NED is a cost-effective way to encourage captive nations to liberate themselves without committing the US to a prohibitively risky and costly military crusade to free them from communism."
Testifying before the Sub-committee on International Operations and Human Rights of the Committee on International Relations of the House of Representatives on March 13,1997, Mr.Carl Gershman, President of the NED, said: " I just want to say that the Endowment's work is based upon a very, very simple proposition. And that is, where there are people who share our values, where there are people who might be called the natural friends of America, then it is our obligation to help those people in some way."
Amongst the critics of the NED are Ms. Barbara Conry, a foreign policy analyst at the Cato Institute of Washington D.C. and Mr. Ralph McGehee, stated to be a former CIA official.
In a paper of November 8,1993(Foreign Policy Briefing No.27), Ms.Conry said: "NED is resented (abroad) as American interference; it is often further resented because it attempts to deceive foreigners into viewing its programmes as private assistance.... On a number of occasions, NED has taken advantage of its alleged private status to influence foreign elections, an activity that is beyond the scope of AID (Agency For International Development) or USIA and would otherwise be possible only through a CIA covert operation..... What finally drew public attention to NED's meddling in foreign elections was an aborted attempt to provide opposition candidate Violeta Chamorro with $ 3 million in funding for her 1989 election campaign against Nicaraguan President Daniel Ortega. The plan was abandoned after it was determined that NED's charter, which expressly forbids campaign contributions, would be violated. In the end, the money was channeled to programmes that aided Chamorro indirectly rather than through direct campaign contributions."
In a statement of January 19,1996, Mr.McGehee described the post-1991 activities of the NED as "political action operations targeting China and Cuba." Another NGO of the US has said: " NED engages in much of the same kinds of interference in the internal affairs of foreign countries, which were the hallmark of the CIA. The NED has financed, advised and supported in many ways selected political parties, election campaigns, unions, student groups, book publishers, newspapers, other media, even guerillas in Afghanistan and, in general, organisations and individuals which mesh well with the gears of the globalised-economy machine.... Allen Weinstein, who helped draft the legislation establishing NED, and also founded the Centre for Democracy, one of NED's funding middlemen, was quite candid when he said in 1991: "A lot of what we do today was done covertly 25 years ago by the CIA." The NED, like the CIA before it, calls what it does supporting democracy. The governments and movements whom the NED targets call it destabilisation."
Initially, the NED's activities were directed mainly against the communist regimes of East Europe, but, subsequently, it started combating the communist parties in multi-party democracies of West Europe too. In the 1980s, when the late Francois Mitterrand was the French President, an NED report showed an expenditure of US $ 1.5 million "to promote democracy in France."
There was an uproar in France when the French press discovered that part of this amount had been given by the NED, through the FTUI, to the National Inter-University Union of France, allegedly a right-extremist and xenophobic organisation, in an attempt to use it to defeat communist candidates in the elections to the National Assembly. Embarrassed by the controversy, the Reagan Administration dissociated itself from the NED activities in France.
After the collapse of the communist regimes of East Europe, the NED has been focussing its activities against the communist regimes of Cuba, Vietnam, China and North Korea and the Myanmarese military regime and against the resurgence of the communist parties in East Europe due to the economic difficulties there.
Its activities relating to China are of two kinds: Those, which are legitimate in the Chinese perception such as training of local village officials in the holding of elections, training of local business executives in better management practices, advice on the drafting of economic reform legislation etc and those, which are legitimate in the US perception, but interference in internal affairs in the Chinese view, such as support to political dissidents, human rights activists and Tibetan exiles and projection of Taiwan as a democratic model worthy of emulation.
The first type of activities is carried out by workers of organisations affiliated to the NED, either based in China or visiting the country and the second by off-shore offices of the NED, which were located in Hong Kong before its reversion to China in June, 1997, and which were thereafter reportedly shifted to Australia since the ASEAN countries would not host them. Finding Australia not a convenient place, the NED has reportedly been eyeing India as a possible base for its activities directed against China.
Beijing has reasons to be concerned over what it considers as the illegitimate activities of the NED. Of the 28 NGOs of Asia funded by the NED, 14 focus on China, four of them of Tibetan exiles, five on Myanmar, two on Cambodia, and one each on Vietnam and North Korea and the remaining five on the Asia-Pacific region as a whole.
In his testimony of March 13,1997, before the House Sub-committee on International Operations and Human Rights, Mr.Gershman said:" There has been a doubling of resources spent in Asia (primarily China, Burma and Cambodia) and a tripling of resources for the Middle East. There were also dramatic increases in Central Asia and the former Yugoslavia...While the discretionary programmes and those of our affiliated labour institute support the activities of various pro-democracy networks, among them Human Rights in China, the China Strategic Institute, the Laogai Research Foundation, and the Hong Kong based activities of labour activist Han Dongfang, IRI and CIPE have targeted opportunities created by the official reform policy in the areas of local elections and economic modernisation.Additional grants support the democracy movements in Hong Kong and Tibet and,through the International Forum, we have highlighted the role of Taiwan as an Asian model of successful democratisation."
The trans-border activities of the NED against the Myanmarese military regime seem to be directed mainly from Thailand and India. This is evident from a testimony given by Ms.Louisa Coan, NED's Programme Officer for Asia, before the House Sub-committee on Asia and the Pacific on September 17,1997.
She said: "NED has been able through its direct grants programme to support the dissidents, to support the democracy movement of Daw Aung San Suu Kyi, particularly through assistance to the groups along the borders in Thailand and in India, including twice daily radio programming through the Democratic Voice of Burma (author's comment: based in Scandinavia), newsletters, underground newspaper, underground labour organising, particular programmes to foster inter-ethnic co-operation and unity among the opposition forces in support of Aung San Suu Kyi's call for tripartite dialogue and national reconciliation."
It is not known whether New Delhi was aware of the India-based activities of the NED against the Yangon regime.
Before the recent visit of the US President, Mr.Bill Clinton, to India, the NED headquarters in Washington issued the following press release: "Secretary of State Madeleine Albright announced on Tuesday March 14 that the US and India will launch a joint non-governmental initiative called the Asian Centre for Democratic Governance during President Clinton's upcoming trip to South Asia.
"Jointly organised by the Confederation of Indian Industry (CII) and the NED, the Centre will be based at CII's offices in New Delhi, The Bureau of Parliamentary Studies and Training, an affiliate of the Indian Parliament, will partner with the CII in implementing the activities of the Centre."
The press release said the expenditure on the initiative would be shared by the CII and the NED.
It is an interesting case of an important member of the Clinton Cabinet, announcing on behalf of a self-proclaimed NGO of the US funded by the Congress, a non-governmental initiative in collaboration with a non-governmental Indian business organisation with which an office of the Indian Parliament would also be associated.
This launching was duly done at New Delhi.
There are three likely implications of this unusual venture:
* Possibility of misunderstanding with China which might interpret it as directed against it and its presence in Tibet.
* Impropriety in co-operating with an American organisation working against the present Government at Yangon, which has normal diplomatic relations with New Delhi and has been co-operating in counter-insurgency measures in the North-East.
* The presence in Indian territory, with official blessing, of an organisation, which aims to wipe out communism as a political and ideological movement all over the world and which might utilise its presence to undermine the Indian communist movement. NED has never criticised the Indian Communist parties, but a reading of the past statements of those in the US supporting the NED would indicate that they hold communism and democracy as incompatible.
The US has also announced the association of India as co-sponsor with a forthcoming conference of "communities of democracies " in Poland being funded by the Stefan Batory Foundation of Poland, set up by George Soros in 1998, to counter the resurgence of communism in East Europe, and the Freedom House of the US.
The Freedom House was founded in the 1940s "to strengthen free institutions at home and abroad". It played an active role in carrying on a psychological warfare (psywar) against the troops of the USSR and the late President Najibullah in Afghanistan during the 1980s through the Afghanistan Information Centre set up by it, allegedly with CIA funds. The offices of this centre at Peshawar in Pakistan trained the Afghan Mujahideen groups and Pakistani organisations such as the Harkat-ul-Mujahideen (formerly known as the Harkat-ul-Ansar) and the Lashkar-e-Taiba, presently active in Kashmir, in techniques of media management and psywar.
Since 1983, part of the funds voted by the Congress to the NED are funneled to the Freedom House, which also gets contributions from the private sector. The Freedom House focuses its activities on media and communications and, according to a 1990 study by the Interhemispherique Resource Centre of the US, more than 400 journalists in 55 countries were collaborating with the Freedom House in its activities against communist parties and regimes.
Before going ahead with these projects, there is an urgent need for an examination of the implications of our collaboration with such organisations from the point of view of our national security and political stability.

The USA'S National Endowment For Democracy (NED): An Update

Attached are the details of the grants distributed by the NED during 1999--either directly or through its associate organisations such as the International Republican Institute (IRI), the National Democratic Institute for International Affairs (NDI), the Centre For International Private Enterprise (CIPE) and the Free Trade Union Institute (FTUI)--ostensibly for the promotion of democracy and trade union and other human rights in Asia.
The following conclusions emerge from a study of the grants and the statements/Congressional testimonies of the office-bearers of the NED and its associate organisations:
* While their activities now have a much wider geographical spread in Asia, covering even Sri Lanka and Nepal, the main focus continues to be against the military regime in Myanmar and the Chinese administration in Tibet and on Cambodia. Another developing target of the NED seems to be Dr.Mahathir Mohammed, the Prime Minister of Malaysia.
* Their activities are so designed and implemented as to be in consonance with the foreign policy and strategic objectives of the US Government in this region. It has been mainly active against those countries/areas and regimes which are perceived as unfavourable or detrimental to US interests and not against those considered essential to US interests. For example, while they have been active against the military regime in Myanmar, they were not equally active against the former Suharto regime in Indonesia or against the damage caused to democracy in Pakistan by the military-intelligence establishment.
* After the reversion of Hong Kong to China in June, 1997, they have been looking for surrogates in India who could help them in their activities against the present regime in Myanmar and against the Chinese Administration in Tibet.
The following grants of 1999 were distributed through India-based organisations:
Democratic Voice of Burma (DVB)$150,000Special funds for BurmaTo support the short-wave radio programs of the DVB, the voice of the Burmese pro-democracy movement, and to further professionalize DVB's Oslo studio and its field offices in Thailand and India.
National Coalition for Democracy$55,000To enable the exiled National Coalition Government of the Union of Burma (NCGUB) to operate two communications centers, in New Delhi and Bangkok, allowing them to communicate more effectively the NCGUB's message to an international audience.
Nonviolence International (NI)$50,000To support the work of the India-based Committee for Nonviolent Action in Burma (CNAB) to foster coalition building and promote democracy at the grassroots level in Burma.
Tibet Times Newspaper$20,000To provide in-depth coverage of news about Tibet, the exiled Tibetan community, and Chinese and international affairs through a Tibetan-language newspaper published three times a month in Dharamsala, India.
Tibet Multimedia Center$30,000To support a four-part program of democratic civic education and information dissemination that addresses the struggle for human rights and democracy in Tibet. Based in Dharamsala, India, the Center produces print, audio, and video materials for distribution to Tibetans in India, Nepal, and Tibet.
Tibetan Center for Human Rights and Democracy$15,000To translate into Tibetan, publish, and distribute 10,000 copies each of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social, and Cultural Rights. The program is based in Dharamsala, India.
Tibetan Review$25,000To continue publishing Tibetan Review, an English-language monthly news and opinion journal based in New Delhi, India. The Review, known for its editorial independence and its commitment to promoting democratic pluralism in Tibetan society, provides a unique forum for the free and robust exchange of views. ( Writer's Comment: The descriptions are as given by the NED and not the writer's).
Thus, a total sum of US $ 2,55,000 for Myanmar-related and US $ 90,000 for Tibet-related activities was distributed through India-based organisations in 1999.
The following was the only grant relating to India:
Center for International Private Enterprise$52,635To work with the Federation of Indian Women Entrepreneurs to bring together business leaders and successful women entrepreneurs from throughout the South Asian region to share their ideas and expertise on policy advocacy and economic development.
The modus operandi used by the NED, the IRI and other associate organisations for destabilising regimes detrimental to US interests in the name of promotion of democracy was clearly evident in the so-called mass uprising in Yugoslavia in October last which led to the downfall of Mr.Slobodan Milosevic, the former Yugoslav President, who had become anathema to the US Government.
A detailed investigative report on how the Milosevic regime was brought down through a carefully-orchestrated campaign under the guidance of US-based "pro-democracy" organisations using Mahatma Gandhi's techniques of massive non-violent civil disobedience was carried by the "Washington Post" on December 11,2000.
About 70,000 Yugoslav students, intellectuals, miners and other workers were secretly taken to Budapest in Hungary and trained in special camps set up there on mass demonstration techniques.
The "Washington Post" wrote:
* "U.S.-funded consultants played a crucial role behind the scenes in virtually every facet of the anti-Milosevic drive, running tracking polls, training thousands of opposition activists and helping to organize a vitally important parallel vote count. U.S. taxpayers paid for 5,000 cans of spray paint used by student activists to scrawl anti-Milosevic graffiti on walls across Serbia, and 2.5 million stickers with the slogan "He's Finished," which became the revolution's catchphrase.
* "The U.S. democracy-building effort in Serbia was a curious mixture of secrecy and openness. In principle, it was an overt operation, funded by congressional appropriations of around $10 million for fiscal 1999 and $31 million for 2000.
* "Some Americans involved in the anti-Milosevic effort said they were aware of CIA activity at the fringes of the campaign, but had trouble finding out what the agency was up to. Whatever it was, they concluded it was not particularly effective. The lead role was taken by the State Department and the U.S. Agency for International Development, the government's foreign assistance agency, which channeled the funds through commercial contractors and nonprofit groups such as NDI and its Republican counterpart, the International Republican Institute (IRI). While NDI worked closely with Serbian opposition parties, IRI focused its attention on Otpor, which served as the revolution's ideological and organizational backbone. In March, IRI paid for two dozen Otpor leaders to attend a seminar on nonviolent resistance at the Hilton Hotel in Budapest, a few hundreds yards along the Danube from the NDI-favored Marriott.
* "During the seminar, the Serbian students received training in such matters as how to organize a strike, how to communicate with symbols, how to overcome fear and how to undermine the authority of a dictatorial regime. The principal lecturer was retired U.S. Army Col. Robert Helvey, who has made a study of nonviolent resistance methods around the world, including those used in modern-day Burma and the civil rights struggle in the American South."
In its issue of December 2000, the "Peace Watch", the monthly journal of the US Institute of Peace in Washington, has corroborated the "Washington Post's" report and admitted that the services of Col. Helvey in the anti-Milosevic campaign were paid for by the IRI.
Who is Col. Robert Helvey? He was an officer of the Defence Intelligence Agency (DIA) of the Pentagon, who had served in Vietnam and, subsequently, as the US Defence Attache in Yangon, Myanmar, (1983 to 85) during which he clandestinely organised the Myanmarese students to work behind Aung San Suu Kyi and in collaboration with Bo Mya's Karen insurgent group. He was subsequently based in Thailand where he organised the training of the student and Karen supporters of Aung San Suu Kyi. In 1988-89, he also trained in Hong Kong the student leaders from Beijing in mass demonstration techniques which they were to subsequently use in the Tiananmen Square incident of June,1989. He is now believed to be acting as an adviser to the Falun Gong, the religious sect of China, in similar civil disobedience techniques, which the sect is using with increasing effectiveness against the Chinese authorities. He has ostensibly retired from the DIA in 1991.
It may be recalled that the covert political action set-up consisting of the NED, the IRI, the NDI, the CIPE and the FTUI was set up during the Ronald Reagan Administration on the recommendation of Mr.Bob Casey, who subsequently became the Director of the Central Intelligence Agency (CIA). The late Casey saw this as a way of the US developing an effective political action capability against unfriendly regimes without circumventing the post-Watergate Congressional curbs on CIA covert actions against foreign political leaders.
The Clinton Administration made full use of this set-up and this is likely to further increase under the present Bush administration.

North Korea
Citizens' Alliance to Help Political Prisoners in North Korea$62,000To investigate and report on human rights abuses and prison camp operations in North Korea. The Seoul-based group will produce English-language materials for international dissemination and publish Korean, Japanese, and English-language editions of its bimonthly journal, Life and Human Rights. The Alliance will also convene the first international conference on human rights abuses in North Korea to assess the current state of knowledge and exchange of information on North Korea's human rights situation, and explore strategies to improve the human rights situation there.
American Center for International Labor Solidarity$137,615To support a counseling center run by Lawyers for Human Rights and Legal Aid that addresses the sexual harassment of women workers and promotes coalition-building between unions and NGOs that focus on women workers' rights. In an article titled "Democratisation And Failed States: The Challenge of Ungovernability" published in the summer 1996 issue of "Parameters", the quarterly journal of the US Army War College, Dr.Robert H.Dorff, Visiting Professor of Foreign Policy at the US Army War College and Associate Professor of Political Science at the North Carolina State University, traces the evolution of the idea of a community of democracies to the Clinton Administration's first National Security Strategy entitled "A National Security Strategy of Engagement And Enlargement" published in July 1994.
The Strategy projected the US strategic objective as "protecting, consolidating and enlarging the community of free market democracies."
Dr.Dorff said:"The US post-Cold War strategy of engagement and enlargement began with public pronouncements in the last year of the Bush Administration and then was formally articulated under President Clinton. Fundamentally based on the premise of the "democratic peace" (democracies do not go to war with other democracies), this strategy entails the active promotion and expansion of the community of democratic, free-market countries as a way of applying national resources toward the pursuit of strategic objectives. In theory, the strategy meshes very well with two basic US interests. First, it is consistent with the goal of promoting values, among which democracy and market economies are certainly key. Second, it implies the ability to reduce the risks of confrontation through the use of a variety of instruments, not just military, and with a number of approaches short of the US' acting as global policeman, which leads to crisis response through multilateral, multinational and collective security arrangements."
At an Open Forum of the US Secretary of State on November 10,1999,Mr.James Robert Huntley, writer and international affairs consultant, explained the theme of his recent book "Pax Democratica: A Strategy For the 21st Century".
He traced the evolution of international relations through four phases, namely, the age of the empire, the balance of power, international co-operation and the current phase of community-building among democracies and claimed that democracies rarely went to war with each other and rarely indulged in internal violence against their own people,
He made the following suggestions for the future implementation of Pax Democratica:
* A framework treaty for the community of democracies.
* A caucus of democracies at the UN to speak in a co-ordinated voice.
* An international parliamentary assembly of democracies.
* Unions of democracies on specific issues, such as education, economics and global security.
* An international court of human rights.
* Improved crisis prevention by democracies.
* Membership based on an annual review of each nation's efforts in democracy.
* Increased education efforts.
* The strengthening of international institutions such as the UN by the Community of Democracies.
Speaking at the same forum, Mr.Penn Kemble, Special Representative of the US Secretary of State for the Community of Democracies Initiative, described the aim of the Initiative as the revitalisation of democracy in the international system. Mr.Helmut Sonnenfeldt of the Brookings Institution said that the idea of Pax Democratica was to see if a viable means existed to build an approach to peace around an idea and institutions rather than around a nation.
Subsequently, on November 22,1999, Mr.Bronislaw Geremek, formerly of the Solidarity funded by the National Endowment for Democracy (NED) and now the Polish Foreign Minister, announced in Warsaw that the first international meeting of the Community of Democracies would be held at Warsaw on June 26-27, 2000, under the joint sponsorship of the US, Poland, Chile, the Czech Republic, India, Mali and South Korea.
In a statement issued in Washington the same day, the State Department endorsed the initiative and said: " The goal of the Community of Democracies Ministerial is to strengthen the capacity and effectiveness of existing international organisations in their support for democracy. Governments attending the meeting will affirm their commitment to a core set of universal democratic principles……They will develop a common agenda to bolster democratic institutions and processes, improve co-ordination of democratic assistance programmes and more effectively respond to threats or interruptions to democracy."
130 countries have been invited to participate at the Foreign Ministers' level and it is too early to say how many would be attending and at what level. It has been reported that only the UK, Switzerland and Sweden in Europe have responded positively to the US-inspired initiative, whereas the other West European countries, while willing to attend, look with askance at the initiative as possibly yet another US attempt to further marginalise the UN General Assembly.
Mr.Penn Kemble used to be on the Board of Directors of one of the NED's core affiliates, the National Democratic Institute for International Affairs (NDI). His sister Eugenia used to be the Director of the Free Trade Union Institute (FTUI), another core affiliate of the NED.
He also headed the Executive Committee of the Coalition for a Democratic Majority, a neo-conservative group within the Democratic Party. Mr.Kemble, who was allegedly part of the clandestine cell set up in the White House during the Reagan Administration by Col. Oliver North of the Iran-Contra case, also headed the PRODEMCA, Friends of the Democratic Centre in Central America, until it was wound up. The NED's financial assistance to the anti-Sandinista elements in Nicaragua used to be allegedly funneled through PRODEMCA by Mr.Kemble, who was reputed to be an expert in the clandestine financing of foreign political groups co-operating with the US in its national objectives.
Under his stewardship, the PRODEMCA used to place full-page advertisements in the 1980s in the "Washington Post", the "Washington Times" and the "New York Times" calling for congressional funding of US $ 100 million to assist the Contras. Col. North allegedly used the PRODEMCA to funnel money to the Contras and the PRODEMCA acted in tandem with Carl Channel's National Endowment for the Preservation of Liberty.
Amongst the others posts held by Mr.Kemble in the past were as a member of the Board of Directors of the Institute on Religion and Democracy, of the Social Democrats, USA, of the radio programme advisory committee of the US Information Agency (USIA), in which capacity he used to advise on the running of Radio Free Europe and Radio Liberty by the CIA from Munich and the Voice of America and as a writer and producer at WETA-TV.
Mr.Kemble was a close associate of Ms.Jeane Kirkpatrick, the US Permanent Delegate to the UN during the Reagan Administration, who was also a member of the Coalition for a Democratic Majority and the Committee on the Present Danger, both of which were strongly anti-communist. She was also associated with other anti-communist organisations such as the Committee for the Free World, PRODEMCA, the American Enterprise Institute, the Centre for Strategic and International Studies, the Social Democrats, USA, and the highly secretive Council for National Policy. She is also a member the Board of Advisers of the Centre for Religious Freedom, an outfit of the Freedom House.
In his present job, Mr.Kemble works closely with Dr.Mort Halperin, a former anti-CIA and anti-Vietnam war leftist, who is now Director for Policy Planning in the State Department. Interestingly, the Division in the State Department to implement the Community of Democracies Initiative has brought together two individuals with diametrically opposite track records---Mr. Kemble, an active practitioner of covert political activities abroad under Mr.Reagan, and Dr.Halperin, a principled opponent of US covert activities abroad, who suffered in his career because of his opposition. He was the victim of alleged witch-hunting by Dr.Henry Kissinger during the Nixon administration. Mr.Clinton's attempt, during his first term, to make Dr.Halperin Assistant Defence Secretary was frustrated by Conservative elements in the Congress because of his past opposition to the US involvement in Vietnam and his criticism of the CIA's meddling in the internal affairs of other countries---particularly in the Third World--under whatever pretext.
According to media reports, the forthcoming Warsaw meeting is jointly being funded by the Stefan Batory Foundation of Poland, founded in 1998 by Mr.George Soros to counter the resurgence of communism in East Europe and the Freedom House of the US, which was founded in 1941 by Eleanor Roosevelt and Wendell Willkie to oppose Nazism and Communism in Europe.
The Freedom House was a strong supporter of the NATO and worked in close co-operation with the CIA and Col. North's clandestine cell in the Reagan White House in carrying on psywar against the USSR and other communist countries and in funneling assistance to the Afghan Mujahideen and the Arab mercenaries, including Osama bin Laden, through various front organisations such as the Afghanistan Information Centre, the Afghanistan Relief Committee, the Committee for a Free Afghanistan, the American Friends of Afghanistan etc.
The Freedom House receives its funding from the USIA, the Agency For International Development (AID), the NED and a number of ostensibly private foundations, one of which is the Soros Foundation.
The late William Casey, the Director of the CIA under Mr.Reagan, and Col. North, whom Casey used to call "my son", encouraged the setting-up of a network of so-called non-governmental organisations (NGOs) to be used for covert political activities abroad without the direct involvement of the CIA, on the model of the Freedom House set up in the US by Mrs.Roosevelt and others in 1941 and the foundations set up much later by the Bundes Nachrichten Dienst (the Federal Information Service), the West German external intelligence agency, to funnel financial assistance to the anti-communist elements in the then East Germany, the anti-Salazar forces in Portugal, the anti-Franco forces in Spain and the Eurocommunist elements in France and Italy.
Many of these NGOs of Casey-North parentage are still active and, interestingly, a common name occurring in the lists of money-givers of almost all these organisations is the Soros Foundation.
Since the Govt. of India has agreed to co-sponsor the Warsaw meeting and play a prominent role in it, it is important to keep in mind the past track record of the Freedom House in relation to India, the present Bharatiya Janata Party (BJP) led Government and the Rashtriya Swayamsevak Sangh (RSS).
Every year, the Freedom House rates the countries of the world on the basis of the quality of their democracy. It gives marks for their political rights and civil liberties and places them in three categories--Free, Partly Free and Not Free. Till 1997-98, only Japan and South Korea in Asia were rated "Free" by the Freedom House, whereas Afghanistan, China, North Korea, Laos, Cambodia, Vietnam, Bhutan, Myanmar and Indonesia were rated as "Not Free". The other countries, including India, were rated "Partly Free".
It does not recognise Kashmir as a part of India, rates it as "Not Free" and places it in a special category called "Related And Disputed Territories" along with Nagorno-Karabakh, Hong Kong, Tibet, Abkhazia, East Timor, Irian Jaya, Kurdistan, the Israeli-Administered Territories, the Palestinian-Administered Territories, the Transdniester in Moldova, Western Sahara, Macao, Chechnya, Cyprus, Northern Ireland, Puerto Rico and Kosovo.
In 1998-99, it upgraded India as "Free" with the following explanation:" India's civil liberties rating changed from 4 to 3 and its status changed from Partly Free to Free, due to the continued growth of civic organisations that are actively working to strengthen human rights protections and for methodological reasons."
In its "Overview" of India, it said inter alia: " In December 1992, Hindu fundamentalists, incited by the BJP and militant Hindu organisations, destroyed the 16th century Babri mosque in the northern town of Ayodhya, setting off weeks of deadly communal violence……. Many observers believe Home Minister Lal Krishna Advani, the hardline BJP leader, is the real power behind the Vajpayee government. More broadly, observers suggest that the government is ultimately controlled by the National Volunteer Service (RSS), a far-right Hindu group modeled after the 1930s European fascist parties. Vajpayee and other BJP leaders are RSS members and the RSS reportedly vetted key cabinet appointments. The Vajpayee government reportedly replaced the Governors of several key States with RSS supporters and placed pro-RSS bureaucrats into top posts."
In its report on Kashmir for 1998-99, it continued to rate it as "Not Free" and said: "Kashmir's political rights and civil liberties ratings changed from 7 to 6 due to limited gains in political participation and freedom of expression since a return to home rule in 1996."
In its "Overview", it said inter alia: "The new Hindu nationalist BJP government in New Delhi did little to address human rights abuses or other concerns in the disputed territory…. The conflict has been exacerbated by New Delhi's failure to honour pledges of self-determination for the territory, which India claims it cannot do until Pakistan withdraws its troops from territory under Islamabad's control."
The report took notice of alleged human rights violations by the security forces as well as the militants, but refrained from blaming Pakistan's cross-border terrorism for the violence in the State. This is due to the fact that the staff of the Freedom House worked closely with Pakistan's military and intelligence establishment, with the Arab mercenaries led by Osama bin Laden, with the various Afghan Mujahideen groups and with the prominent activists of organisations such as the Harkat-ul-Mujahideen (previously known as the Harket-ul-Ansar) and the Lashkar-e-Toiba against the Soviet troops and then against the army of the former President, the late Najibullah, in Afghanistan. In the Freedom House too, as in the Pakistan area division of the CIA and the Pentagon's Defence Intelligence Agency (DIA), there are still fond memories and feelings of gratitude for the past co-operation of Pakistan's military and intelligence establishment.
It remains to be seen whether the recent changes in the US perception of Pakistan are reflected in the 1999-2000 reports of the Freedom House on India and Kashmir.
The Freedom House set up in 1986, a special unit called the Centre For religious Freedom (it was formerly known as the Puebla Institute). Even though it is supposed to monitor the violations of the religious rights of all religions of the world, it focuses mainly on the religious rights of the Christians in non-Christian countries and had organised in 1996a conference on "Global Persecution of Christians". It publishes a bi-monthly newsletter on anti-Christian persecution.
A document of the Centre on Ms. Nina Shea, Director of the Centre, says as follows on her: " A human rights lawyer, she has been an international religious freedom advocate for 13 years and is nationally known for her book on anti-Christian persecution, "In the Lion's Den." In 1999, she was appointed to serve as a member of the US Commission on International Religious Freedom, which was created under the International Religious Freedom Act to monitor religious persecution and recommend policy responses to the US government. From 1997 to 1999, she served on the Advisory Committee on Religious Freedom Abroad to the US Secretary of State. "Newsweek" magazine accredited Shea with making Christian persecution Washington's hottest cause".
And, she has been trying to make the alleged increase in atrocities on Christians in Gujarat since the BJP came to power in that state a hot cause for the Christian organisations of the US. Her Centre brings out annual country reports on the human rights of Christians in different countries of the world. For its 1998-99 report on India, it has just adopted in toto, without modification and without independent verification, a statistical analysis titled " A Register of Atrocities Against Christians" provided to the Centre by the Catholic Bishops' Conference in India. Her Centre has also been giving wide dissemination to the allegations made by the United Christian Forum for Human Rights, of which Mr.John Dayal is the Convenor.
Ms.Shea was also recently in the forefront of the campaign in the US against PetroChina's attempts to raise capital in the US. Her Centre campaigned against PetroChina on the ground that China was helping in the oil exploration efforts of the Government of Sudan, which was committing atrocities against the Christians of southern Sudan. Her campaign was motivated by concern for the human rights of not the Buddhists of Tibet, but the Christians of Sudan.
There is no harm in India participating in the forthcoming Warsaw conference on the Community of Democracies, but keeping in mind the above-mentioned worrisome aspects of some of the dramatis personae and the birth of the idea itself from the USA's post-Cold War national security strategy to promote US strategic objectives, a cautious approach is called for. Over-enthusiasm and wishful-thinking that India is now an equal partner of the US in a new jehad for democracy would be unwise.
The USA is advancing the idea from behind the scene with the help of some NGOs and personalities of Cold War parentage to promote its strategic interests. The mask is that of Warsaw, but the face behind the mask is that of Washington. We should avoid letting ourselves be used by Washington in this venture to advance its interests unless there is a genuine convergence of the interests of the US and India.
