DANGERS OF NEO TERRORISM IN PUNJAB

The situation that we are likely to face in Punjab and Delhi in the coming months due to the attempts being made by some elements to revive anger in sections of the Sikh community in Punjab and abroad would be qualitatively different from the situation that we faced during the Khalistan movement between 1981 and 1995.

2. What we faced between 1981 and 1995 was a politico-religious movement claiming that the Sikhs were treated as second class citizens in India because of their religion and that the only way of redressing their grievances was through the creation of an independent Sikh State to be called Khalistan. We faced the entire gamut of classical terrorism such as hijackings and blowing-up of aircraft, planting improvised explosive devices in crowded places, indiscriminate use of hand-held weapons against soft targets and targeted assassinations of Hindu and pro-Government Sikh leaders and VIPs.

3. What we are seeing today is an attempt to create a revanchist (reprisal) movement by re-kindling the dormant feelings of anger, inner hurt and humiliation in sections of the Sikh community in order to motivate them to seek vengeance for the alleged desecration  of their holy temple during the military action code-named OP Blue Star in June 1984.

4. Our success in bringing the movement under control was due to the fact that the terrorist organisations were not able to win many adherents for the cause of an independent Khalistan despite the widespread anger caused by OP Blue Star.

5.Today, the terrorist remnants of these organisations would face difficulty in using such political and economic arguments which would not make an impact on the Sikh community. They are, therefore, seeking to use revanchist arguments and symbols to persuade the people to support a neo terrorist movement.

6.The attempts of the SGPC to build a memorial inside the Golden Temple for those killed during OP  Blue Star, to pay homage to the memories of the assassins of Gen.A.Vaidya, who was the Chief of the Army Staff during OP Blue Star, and Beant Singh, the former Chief Minister of Punjab, and to kill Lt.Gen (retd). K.S.Brar, who played a prominent role in OP Blue Star, during his recent visit to London are indicators of the revanchist thinking being encouraged by some elements in Punjab and abroad.

7.At least in the initial stages, a revanchist movement is likely to focus more on acts of revenge against political leaders, and military and police officers, who had played a prominent role during OP Blue Star and during the subsequent counter-terrorism operations. It is important to review the security already provided to them and further strengthen it in India and abroad.

8. How to deal with the activities of the SGPC in encouraging symbolic acts like the construction of a memorial for those killed during OP Blue Star and paying homage to the assassins and to prevent the new brand of terrorists from again establishing control over the Golden Temple? This is a  tricky question calling for careful handling without over-reaction.

9. We have faced two tricky situations in the Golden Temple in 1984 and 1988.The occupation of the Golden Temple by some terrorists in 1984 was handled by the Army under OP Blue Star resulting in many fatalities on both sides and damages to the Akal Takht, the sanctum sanctorum. The re-occupation of the Golden Temple by another group of terrorists in 1988 was handled without the use of the Army by a group of police officers led jointly by Shri K.P.S.Gill, Shri Ved Marwah, Shri M.K.Narayanan and Shri Ajit Doval.

10.  The Government should consult these officers on the options available before deciding on a strategy. So far as attempts to revive terrorism outside the Golden Temple are concerned, the Akali Dal Government has been saying that it is all for strong action to curb them in the bud and claims that it is already doing so. But there is considerable ambivalence in its attitude to the revanchist activities of the SGPC inside the Golden Temple. This needs to be tackled without unwittingly aggravating the situation as these police officers successfully  did in 1988 without unnecessary and unwise dramatization.

11. I saw a TV interview of Shri K.P.S.Gill after the attack on Lt.Gen.Brar. I got the impression that he was also cautioning against over-dramatisation of the worrisome situation developing in Punjab and abroad. The Government of India has a leadership role to play in this in consultation with the SAD and the BJP. It should not be self-complacent. ( 11-10-12)

ARVIND KEJRIWAL---- A MOSES IN A HURRY

Shri Arvind Kejriwal of India Against Corruption (IAC) has to be complimented for drawing the attention of the public to the alleged wrong-doings of Shri Robert Vadra, the husband of Ms.Priyanka Gandhi and the son-in-law of Mrs.Sonia Gandhi, the Congress President. By doing so, he has shown that in the fight against corruption, there cannot and should not be any sacred cow.

2. At the same time, all right-thinking people of this country have to be concerned over some of his political tactics in order to give himself size and shape as one of the future political leaders of India determined to give the country a clean administration and corruption-free governance.

3. It is clear he is a man with political ambitions and a political agenda, who imagines himself as the Moses of India leading the people of this country to their Promised Land. How intensely he pursues his political ambitions and agenda would be evident from the fact that in pursuit of his agenda, he  decided to break even with Anna Hazare, his mentor, but for whom many of us would not have heard of Shri Kejriwal and his hangers-on. He used Anna as a ladder to climb to public prominence and then kicked the ladder away.

4. Simultaneously with his campaign against corruption in high places in which he enjoys considerable public support, he has launched a  campaign for contesting the next elections to the Delhi Assembly. He has every right to do so and one wishes him well in his efforts to seek political pastures.

5. At the same time, any well-informed person will be worried over some of the tactics adopted by him and his hangers-on in Delhi to seek public support. One would have expected them to draw up an alternative programme of development and corruption-free administration and place it before the people for approval.

6. Instead of doing so, he has embarked on a highly dramatic and high profile agitation to instigate people not to pay their electricity bills on the ground that the electricity charges are unfriendly to the poor. He and his hangers-on have also been unilaterally restoring the power connections of poor people cut off by the Administration for non-payment of Bills.

7. His tactics disturbingly remind one of the tactics adopted by the Jammu & Kashmir Liberation Front (JKLF) and other Kashmiri separatists, at the instigation of the Inter-Services Intelligence (ISI), from 1989 onwards. These organisations instigated the Kashmiris not to pay their electricity and water charges on the grounds that the rates were exorbitant and that the Government in Srinagar, which allegedly did not represent the people, had no authority to collect these charges. Millions of rupees worth of utility charges remained unpaid and uncollected.

8. The separatist elements, whether in J&K or in the North-East, and the Maoists in Central India will be carefully watching the tactics adopted by Shri Kejriwal and his hangers-on. If tomorrow they do a copy-cat of Shri Kejriwal and appeal to the people not to pay their charges, what will happen to this country? There will be fiscal anarchy.

9.While supporting Shri Kejriwal’s campaign against corruption, the public has to be cautious about his inflated political aspirations and his tendency to see himself as ten-feet tall. An over-ambitious political aspirant, however well-intentioned, can prove destabilising for the country.

10. Shri Kejriwal is a Moses in a hurry. He should be brought down to earth. ( 9-10-12)

ROBERT VADRA: SEEKING TO PREVENT THE LAW FROM TAKING ITS OWN COURSE

The various allegations made against Shri Robert Vadra, the husband of Ms Priyanka Gandhi and the son-in-law of Mrs.Sonia Gandhi,the President of the Congress, fall into two categories----criminal and ethical.

2.The criminal allegations relate to accumulation of wealth beyond his known sources of income. 

3. The other allegations relating to the favours shown to him by the DLF in matters of loans, advances and under-estimation of property value would indicate, if established to be true, a pattern of unethical and not illegal conduct by Shri Vadra.

4.All these allegations, even if they remain allegations without proof, will have their political fall-out in influencing the perceptions of  large sections of the people regarding Ms.Priyanka Gandhi, Mrs.Sonia Gandhi and the Congress.

5. The allegations have to be countered at the political, ethical and legal levels. The political counter has to come from Mrs.Sonia Gandhi in her capacity as the Congress President and the authorised spokespersons of her party. The objective of the political counter would be to prevent Mrs.Sonia Gandhi, Ms.Priyanka Gandhi and the Congress from being tainted by the alleged wrong-doings of  Shri Vadra and to convince the public that whatever Shri Vadra did was in his individual capacity and that the party, its President and daughter cannot be blamed for his actions.

6. For this purpose, it is quite legitimate for Mrs.Sonia Gandhi to direct the spokespersons of her party to interact with the media and appear on TV channels to refute any allegations against the Congress, Mrs.Sonia Gandhi and  Ms.Priyanka Gandhi.

7. The allegations of an ethical nature have to be countered by Shri Vadra and the DLF company through their personal and institutional explanations to the public. The DLF has sought to do this to some extent, but Shri Vadra has avoided doing this and has sought to take a holier than thou attitude.

8.On the criminal allegation regarding accumulation of wealth beyond his known sources of income, the Central Bureau of Investigation (CBI) has to take cognisance of the published reports and initiate the following action:

( i). Register a Preliminary Enquiry Report (PER) summarising the allegations publicly made against Shri Vadra and start a PE into these allegations.

( ii ). Issue a written directive to Shri Vadra to submit a list of his movable and immovable assets, a collation of his sources of income, a list of his bank accounts and Xerox coplies of his banking transactions and income-tax returns.

(iii ).Scrutinise the documentary evidence so submitted by Shri Vadra and reach a conclusion as to whether his known sources of income would have legitimately enabled him to acquire all the property owned by him.

( iv ).If the conclusion is that the accumulation of wealth by Shri Vadra was in order, inform him and the public and close the PE into the criminal allegations.

( v ). On the other hand, if the conclusion is otherwise, register a First Information Report (FIR) against Shri Vadra and take up a formal investigation for determining whether he should be arrested and prosecuted.

9.In this connection, the fielding of senior members of the Council of Ministers headed by Prime Minister Dr.Manmohan Singh and the Governor of Karnataka to certify his business transactions as above board without a formal PE as required under the laws relating to corruption and income tax evasion is not only unethical and irregular, but also illegal. The interventions of these representatives of the Government in order to discount in advance the need for any PE amounts to attempts to obstruct and influence the course of justice in order to ensure that the law does not take its course against Shri Vadra.

10.By pronouncing , without an enquiry, Shri Vadra innocent, these Ministers can be held to be trying to influence the investigating agencies not to go into the matter because Shri Vadra is a privileged person related to Mrs.Sonia Gandhi and Ms.Priyanka Gandhi and is above the law and any investigation.

11. It is not known whether the Ministers have sought to intervene officially in a matter with possible criminal connotations on their own to proclaim their loyalty to Mrs.Sonia Gandhi or at her instance and whether Dr.Manmohan Singh, as the Prime Minister, has approved of their actions.

12.If all these interventions have been made by the Ministers without his knowledge and approval, it is time for him to call them to order and to state clearly to the public that the Government headed by him would not try to prevent or influence any follow-up action that may be required under the law by agencies of the Government to investigate the allegations.

13.If Dr.Manmohan Singh strongly feels unhappy over the actions of some of his Ministers, it is time for him to resign from office instead of allowing the dignity and moral stature of his high office to be tainted by their actions.

14. In the Watergate enquiry in the US, serious allegations of obstruction of justice and prevention of enquiry by the Federal Bureau of Investigation (FBI) were made against the then President Richard Nixon and his aides, including the then acting Director of the FBI. When these allegations were found to be true, he had to resign and his aides who sought to obstruct justice and prevent the law from taking its course were prosecuted and jailed.

15.Personally, Shri Vadra cannot be equated with Nixon. He does not hold any office in the Government of India. Whatever unethical or illegal acts he allegedly committed were in his individual capacity.

16. If an ordinary citizen of India had been accused of such acts, large sections of the Governmental machinery would not have activated itself or would not have been activated in order to protect him from the arms of the law. The public perception will be that this has been done in his case because he is the son-in-law of Mrs.Sonia Gandhi.

17. This matter should be debated in all its details and implications in order to ensure that there is no attempt to prevent the law from taking its course. ( 9-10-12)

ROMNEY’S AMBIVALENCE ON INDIA

The campaign web sites of Mr.Mitt Romney, the Republican candidate for the US Presidential elections, discuss his likely foreign policy under the following heads:

•Afghanistan & Pakistan

 •China & East Asia

 •Iran

 •Israel

 •Latin America

 •Middle East

 •Russia

2.In the geographical areas of priority indicated by his campaign aides, the Af-Pak region figures on top followed by China and East Asia. Russia is the last. Surprisingly, India and South Asia do not figure in these areas of priority.

3. During the Presidential primaries and subsequently, there were not many strong indicators from Mr.Romney personally regarding what would be his policy towards India, the Pakistani use of terrorism against India and the Indian interests in Afghanistan.

4.The only strong indicators regarding his view of Indo-US relations have come from his senior aides. Mr.Mitchell B Reiss, a senior foreign policy advisor to Mr. Romney,  who had worked as Director of Policy Planning at the State Department under Gen .Colin Powell during the first term of Mr.George Bush and as special envoy to Northern Ireland peace process under Ms.Condoleezza Rice during Mr.Bush’s second term, has said: “The strategic partnership between India and the United States `retreated' under the Obama Administration. A momentum was built under the presidency of George Bush, which was lost during Obama's tenure at the White House. There is a need to find more areas of cooperation between the two countries that will be mutually beneficial. The two countries share a mutually beneficial relationship in different fields including economy, diplomacy as well as military and security. There is a retreat under the current administration. The Romney Administration will look to restore the relationship and forge a strong strategic partnership with India, which  is the world's largest democracy. “

5. Mr.Romney’s campaign rhetoric has been muted on the question of continued Pakistani state sponsorship of terrorism against  India and what kind of pressure his Administration might be inclined to exert against Pakistan on this issue.

6.As against this, Mr.Romney has been personally very forthcoming on the likely policies of his Administration towards Pakistan in the context of the developments in Afghanistan. He has not left the articulation of his views to his senior aides as he seems to have done in the case of India.

7. During a TV debate on November 11,2011, Mr.Romney said: “The right way to deal with Pakistan is to recognize that Pakistan is not a country like other countries, with a strong political centre that you can go to and say, "Gee, can we come here? Will you take care of this problem?" This is, instead, a nation which is close to being a failed state. I hope it doesn't reach that point, but it's a very fragile nation. It really has four centres of power: the ISI, which is their intelligence services, the military, separate group. You have the political structure, and of course, the fundamentalists. And so we have to work with our friends in that country to get them to do some of the things we can't do ourselves. Bringing our troops into Pakistan and announcing at a stage like this that, as President, we would throw American troops into Pakistan, could be highly incendiary in a setting like that. Right now, they're comfortable with our using drones to go after the people that are-- that are representing  the greatest threat.”

8. Mr.Romney further said in the same debate: “We have agreement with the people that we need to have agreement with to be able to use drones to strike at the people that represent a threat. And one of the things we have to do with our foreign aid commitments, the ongoing foreign aid commitments. You start everything at zero. But one of the things we have to do is have understanding with the various power bases within the country that they're gonna have to allow us, or they themselves go after the Taliban and Haqqani  network to make sure they do not destabilize Afghanistan, particularly as we're pulling our troops out.”

9. During a national security debate on Afghanistan in the CNN on November 22,2011,,Mr.Romney said: “We spent about $450 billion so far, 1,700 or so service men and women have lost their lives there, and many tens of thousands have been wounded. Our effort there is to keep Afghanistan from becoming a launching point for terror against the United States. We can't just write off a major part of the world. Pakistan is the sixth largest country in the world. We can't just say goodbye to all of  what's going on in that part of the world. Instead, we want to draw them toward modernity. And for that to happen, we don't want to literally pull up stakes and run out of town after the extraordinary investment that we've made. And that means we should have a gradual transition of handing off to the Afghan security forces the responsibility for their own country. And for the region, what happened in Indonesia back in the 1960s, where we helped Indonesia move toward modernity with new leadership. We  brought them in the technology that allowed them to trade in the world. We need to bring Pakistan into the 21st century -- or the 20th century, for that matter, so that they  can engage throughout the world with trade and with modernity. Right now, American approval level in  Pakistan is 12 per cent. We're not doing a very good job with this huge investment we make of $4.5 billion a year. We can do a lot better directing that to encourage people to take advantage of the extraordinary opportunities the West and freedom represent for their people.”

10. A paper on Mr.Romney’s likely foreign policy prepared by his aides in November,2011, said:

“Our mission in Afghanistan is to eliminate al Qaeda from the region and degrade the Taliban and other insurgent groups to the point where they are not existential threats to the Afghan government and do not destabilize Pakistan, with its stock of nuclear weapons. Our objective is to ensure that Afghanistan will never again become a launching pad for terror and to send a message to any other nation that would harbour terrorists with designs on the American homeland.

“Mitt Romney will never make national-security decisions based upon electoral politics. Upon taking office, he will review our transition to the Afghan military by holding discussions with our commanders in the field. He will order a full interagency assessment of our military and assistance presence in Afghanistan to determine the level required to secure our gains and to train Afghan forces to the point where they can protect the sovereignty of Afghanistan from the tyranny of the Taliban. Withdrawal of U.S. forces from Afghanistan under a Romney administration will be based on conditions on the ground as assessed by our military commanders.

“To defeat the insurgency in Afghanistan, the United States will need the cooperation of both the Afghan and Pakistani governments. It is in the interests of all three nations to see that Afghanistan and the Afghanistan-Pakistan border region are rid of the Taliban and other insurgent groups. Mitt Romney will work with both the Afghan government and Pakistan to ensure that those nations are fully contributing to success in Afghanistan. But we will only persuade Afghanistan and Pakistan to be resolute if they are convinced that the United States will itself be resolute. Only an America that appears fully committed to success will eliminate the incentives for them to hedge their bets by aligning with opposing forces.

“The United States must be clear in what we require of both Afghanistan and Pakistan. Afghan President Hamid Karzai should understand that our commitment must be met with reciprocal efforts to crack down on corruption in his government, respect free and fair elections as required by the Afghan constitution, and coordinate with the United States on fighting the narcotics trade that fuels the insurgency. Pakistan should understand that any connection between insurgent forces and Pakistan’s security and intelligence forces must be severed. The United States enjoys significant leverage over both of these nations. We should not be shy about using it."

11. Before the New Hampshire primary in January 2012, Mr.Romney said: “Pakistan is playing both sides -- going after the Taliban within its borders in some cases and helping it in others. That's unacceptable. It's pretty straightforward to say, `Listen guys, you can't play both sides of this game. You've got to decide if you're with us or with them. If you're with them, that will have a very significant consequence. If you're with us, that's very good thing.' He did not clarify what those consequence might be.

12. It is evident that Mr.Romney will follow a two-pronged policy on Afghanistan. Firstly, a review of the Af-Pak strategy to decide what should be the level of US troop commitments and presence there. Secondly, using the leverages available to the US against Pakistan and Afghanistan to make them co-operate in the implementation of the new strategy drawn up by him. On the fight against Al Qaeda he has expressed himself in favour of continuing with Mr.Obama’s use of Drone strikes while avoiding the involvement of US ground troops against the terrorist sanctuaries in Pakistani territory.

13.It would be wrong to interpret the meagre indicators on the likely policy towards India and on the question of continued Pakistani use of terrorism against India as indicating his lack of interest or indifference on this issue. It is more due to the fact that the US TV moderators and anchors are hardly interested in Indo-US relations and don’t try to draw him out on this subject.

14.It is, however, evident that his main foreign policy priority in this region is going to be the stabilisation of the ground situation in Afghanistan and keeping up the campaign of attrition against Al Qaeda elements operating from Pakistani territory with the co-operation of Afghanistan and Pakistan. He gives the impression of not being in a hurry, as Mr.Obama is, to thin out the US military presence in Afghanistan. ( 7-10-12)

MY TAKE ON ALLEGATIONS AGAINST ROBERT VADRA

The serious allegations levelled on October 5,2012, by Shri Arvind Kejriwal and Shri Prashant Bhushan against Shri Robert Vadra, the husband of Ms.Priyanka Gandhi and son-in-law of Mrs. Sonia Gandhi, the Congress (I) President, cannot and should not be dismissed as politically motivated or opportunistic. They may ultimately turn out to be so, but till they are proved to be so, they have to be treated seriously.

2. The allegations, if true, indicate serious wrong-doing by Shri Vadra on two counts. Firstly, managing to obtain an unsecured loan from the DLF company and, secondly, unduly benefitting in some property transactions as a result of special consideration allegedly shown to him by the DLF. The public perception will be that he benefitted in this transaction not on merits, but by virtue of his relationship with Priyanka and Sonia Gandhi. The allegations will create doubts about the personal honour and integrity of Shri Vadra.

3.It is for Shri Vadra to prove these allegations to be wrong and misplaced and establish his integrity and honour. He should not benefit from  his relationship with Priyanka and Sonia Gandhi for doing so.

4.As of now, unless it is established that Priyanka and Sonia Gandhi were aware of his alleged wrong-doings and did not try to stop them, they have no responsibility for proving their innocence. It is for Shri Vadra to prove his innocence.

5. Shri Vadra has two options:

( a ).If it is his contention that the allegations against him are baseless, he can file a suit for criminal defamation against Shri Kejriwal and Shri Bhushan.

(b ).On the other hand, if it is his contention that there has been a wrong and misleading interpretation of some facts to defame him, he should place his version before the public with the help of documentary evidence supporting his contention.

6. He seems to be trying to avoid countering the allegations head-on and take cover behind the authority of Mrs.Sonia Gandhi, who also seems to be unwisely trying to extend her protection to the alleged wrong-doings of her son-in-law. She and her party does not seem to realise that this could ultimately lead to Sonia Gandhi and Priyanka being viewed as accomplices after the commission of wrong-doing and cast suspicions on their honour and integrity.

7. It is time for Shri Vadra to come to the forefront and defend his honour and integrity with the help of his lawyer. It is not for the Government or the Congress to give him any legal assistance. (5-10-12)

TIBETAN TRAGEDY CONTINUES

The Tibetan tragedy continues. On October 4,2012, a 41-year-old Tibetan burnt himself to death at Driru [in Chinese, Biru] county in the Nagchu prefecture of the Tibet Autonomous Region (TAR).This is the second self-immolation attempt reported within a week. The earlier attempt was reported from Sichuan on September 29,2012. In the earlier incident, the fire was put out by the police and the man taken away by them. It is not yet known whether he survived the burns.

2. Since the wave of self-immolations demanding freedom for the Tibetan areas of China and for the return of His Holiness the Dalai Lama to Tibet started in March last year in the Kirti monastery of the Sichuan province, the incident of October 4,2012, is the 53rd self-immolation. Of these, 48 have taken place in the provinces of Sichuan, Gansu and Qinghai and five in the TAR.

3. According to a report disseminated by the US Congress funded Radio Free Asia, Gudrub, who died on October 4,2012, had returned to Tibet from Dharamshala in India in 2005.He  left a  statement, titled “Brotherly Love,” on China’s online network qq.com calling on Tibetans to  maintain their unity and courage in the face of China’s rule in Tibetan regions. The statement said: “If we reflect on the past, we can see nothing but signs of defeat, anger, anguish, and tears. I pray that you all have good health and success in the coming new year of the Water Dragon. At the same time, I appeal to you to foster unity and solidarity, and to not lose courage in spite of the defeat and loss that we face.”

4.The two incidents were reported immediately after an appeal to the Tibetans in China issued from Dharamshala on September 27,2012, by a group of 400 Tibetan exiles from all over the world not to resort to the extreme step of self-immolation to express their unhappiness over the continued occupation of Tibet by the Chinese. The Tibetan exiles had met for four days from September 24,2012, to discuss the situation inside Tibet in the light of the continuing self-immolations, to analyse the likely policies of the new Chinese leadership headed by Mr.Xi Jinping which would be taking over from the outgoing leadership headed by Mr.Hu Jintao at the 18th Party Congress starting in Beijing on November 8,2012, and to discuss the future options available to the Tibetan people.

5.The appeal expressed   the “grave concern” of the exiles  over the burnings and urged Tibetans inside Tibet not to take “drastic actions.” It said: “Tibet is a thinly populated country, and in the present situation losing even one life is a great loss for the Tibetan people. Please preserve your lives in the future.”

6.The Tibetan, who attempted self-immolation on September 29,2012, might not have been aware of the appeal, but the person who burnt himself to death in the TAR on October 4 would have been aware. The fact that despite the appeal from Dharamshala he burnt himself to death shows that the appeal has had no impact inside Tibet and that the “Self-immolation For Freedom” movement has acquired a self-sustaining momentum of its own due to the desperate human rights situation inside Tibet.

7.The desperation is growing due to the increasingly muted expressions of concern by the international community over the human rights situation in the Tibetan areas in general and over the spontaneous self-immolation movement in particular.

8.During the current Presidential campaign in the US, Mr.Mitt Romney, the Republican candidate, has been raising off and on the adverse impact of the Chinese economy on the US economy, but references to the violations of the human rights of the Tibetans and the self-immolations have been absent.

9.During the Presidential debate on October 4,2012, Mr.Romney twice referred in passing to the adverse impact of the Chinese economy on the US economy, but Mr.Obama chose to remain silent. The next debate will be on foreign policy, but it is doubtful whether Tibet would figure in the debate unless Mr.Romney raises the issue on the advice of his aides.

10.The mood of desperation due to the silence of the international community in general and the US in particular seems to be driving more Tibetans to the extreme step of  self-immolation  disregarding the appeal from Dharamshala not to burn themselves to death.

11.The Dharamshala meeting of the representatives of the exiles was also reported to have done a brain-storming on the likely policies of the new Chinese leadership towards Tibet. The only straw of hope for the Tibetans is that unlike Mr.Hu, who spent the early part of his party career suppressing the Tibetans in the TAR, Mr.Xi, who reportedly comes from a family which had suffered the harsh repressive policies under Mao Zedong and during the Cultural Revolution might be a little more nuanced in his attitude to the Tibetans.

12.Even though Mr.Xi will take over the party leadership on November 8, he will take over the State leadership as the President of China only during the meeting of the National People’s Congress (NPC) in March next. It is not yet known when Mr.Hu will hand over to him the chairmanship of the Central Military Commission of the Party which controls the PLA. It is premature to expect any initiatives on Tibet from Mr.Xi till he feels himself firmly in the saddle in respect of the party, the State and the Central Military Commission. The desperation of the Tibetans will continue to rise.

13.How to address this desperation, how to keep the Tibetan issue alive and active and how to re-energise the conscience of the international community on the Tibetan issue? These were the questions  discussed at the Dharamshala meeting by the exiles and a set of recommendations was made to the Tibetan Government-in-exile.

14. A statement issued at the end of the Dharamshala meeting said: “The meeting resolved to pursue the Middle Way (autonomy and not independence) policy to find a meaningful solution through dialogue with the Chinese Government.” It also called on the  government-in-exile to raise awareness of the Middle Way policy and its proposals among the Chinese people themselves. It  added that consistent appeals for support should also be made to the United Nations, the European Union, and other world bodies. The meeting appealed to the new Chinese leadership to end Beijing’s hardline policies towards Tibet.

15. Thus, a three-pronged policy is proposed to be followed: firstly, keep the peaceful  satyagraha for preserving the Tibetan identity in the Tibetan areas alive while trying to persuade the desperate elements not to resort to self-immolation, secondly, re-energise international support for the Tibetan cause and , thirdly, appeal to the new Chinese leadership to jettison the hardline policies of the outgoing leadership headed by Mr.Hu.( 5-10-12)

The new strategy to be worked out should focus not on the past misdeeds of NaMo, but on the future misdeeds that are likely to be committed by these elements if their methods succeed.

The dates for the elections to the Gujarat State Assembly in December have been announced. Even before the announcement, Shri Narendra Modi, the Chief Minister, had started his election campaign on the ground in the State as well as in cyber space with the help of some NRIs based in the US.

2. The elements supporting NaMo, including some NRIs, have drawn up a strategy for ensuring a sizable victory of NaMo in the Gujarat elections and subsequently using the victory as a stepping stone for forcing NaMo as the prime ministerial candidate of the BJP and the NDA coalition headed by the BJP. The influence of the NRI elements on the strategy of this “NaMo for Prime Minister” drive would be evident from the fact that while the BJP and its coalition partners have been critical of some of the economic reforms recently introduced by Prime Minister Dr.Manmohan Singh, these NRI elements, which are strongly in favour of these reforms, have been playing down any criticism of it. Their pro-corporate and pro-US business interest agenda will be evident from their double-talk on the question of allowing FDI in multi-brand retail.

3.As part of their “NaMo for PM” drive, these elements have been trying to transform the election campaign in Gujarat from a purely provincial campaign for the re-election of NaMo on the basis of his record into the beginning of a pan-Indian campaign for paving the way for the ascendency of NaMo as the Prime Minister when the next elections to the Lok Sabha are held.

4. They have been taken aback by the recent statements of Shri Nitish Kumar, Chief Minister of Bihar, on the need for a secular leader to be the head of any future NDA Government and of Shri L.K.Advani on the importance of secularism as a principle. These elements are trying to work out a strategy to counter these developments.

5.In their attempts to give NaMo a larger than provincial image without creating suspicions in the minds of the supporters of Shri Advani and Shri Nitish Kumar, they have been cleverly trying to transform the Gujarat campaign into a political contest of image and will between NaMo and Mrs.Sonia Gandhi. The absurdly exaggerated allegations regarding the expenditure incurred by Mrs.Sonia Gandhi on her foreign travels since 2004 made by NaMo on the basis of a report disseminated by a news agency of unclear background are part of the strategy worked out by these elements to force Mrs.Sonia Gandhi to enter the battle arena as the principal opponent of NaMo.

6. The Congress has done well not to fall into this trap and not to unwittingly transform a purely provincial campaign into a prelude for a national contest. The Gujarat poll should remain what it is----a purely provincial poll based on the record of NaMo and on the future programmes of the Gujarat units of the Congress and the BJP. If NaMo wins the polls and continues as CM for a third term, so be it. He and his supporters should not be allowed to use the provincial poll results as sanctifying his aspirations for becoming the Prime Minister of India.

7.The Gujarat unit of the Congress and its leaders should be in the forefront of the election campaign to counter NaMo. Mrs.Sonia Gandhi and other central leaders should restrict their role to giving the  required moral  and political support to the Gujarat leaders and occasionally campaigning in carefully selected areas to weaken the pan-Indian pretensions of NaMo.

8.While the Congress leadership has taken the right decision not to raise past issues relating to the period before 2007, it should focus on the post-2007 record of the NaMo Government, the continuing lack of trust of the religious minorities in NaMo as a leader and the dubious role of NRI elements in backing NaMo’s drive for continued power.

9.While the Congress has every right to ignore the politically motivated allegations of NaMo regarding Mrs.Sonia Gandhi’s foreign travels, it should reply promptly to the petition from an RTI activist for information on this subject. This activist has no political background or agenda and delaying a reply to him is already proving counter-productive. The Congress should simultaneously focus the spotlight on a petition reportedly filed in July 2007 by another RTI activist Ms Trupti Shah asking for details of expenditure incurred by NaMo in connection with some of his travels during the Women Empowerment Sammelans. A reference to her petition allegedly ignored by the NaMo Government has been made by “The Hindu” of October 3,2012, ( 4-10-12)
