Mumbai attacks on 26/11 are a good example of how ‘easily’ it can bring this part of the world to a nuclear flash point. I would like to understand how well we are prepared for a war, which is initiated by ‘non state’ actors. New Delhi has constantly refused to see the difference between groups actively supported by the Pakistani establishment (the state actors) and groups who drive moral support from the other side of the fence (non-state actors). The same can be differentiated by the extent of control that Pakistani Army and ISI have on the group’s active within the Indian Borders. <br />Have the Indians realized this scenario and amended our nuclear doctrine with respect to such threats? I have found that the Indian doctrine is not flexible to handle a ‘limited nuclear war’. A nuclear war that is not with a ‘identifiable’ enemy and stresses on an overwhelming response. India’s overwhelming response could trigger an all out war and if the enemy has the second strike capability or the decapitation of the leadership is not successful the ‘MAD’ will be achieved very quickly.<br />’ The time has come when Indians have to revisit this most strategic instrument of nuclear confrontation. Firstly, apart from your suggestion to neutralize and prevent the proliferation of nuclear technology and bombs to terrorist groups, India needs to have a strategy to respond to an attack of this nature. This can be done in two ways, developing and deploying tactical nuclear weapons (terrorists getting hold of a strategic weapon is highly unlikely). The armed forces need to be able to handle a limited nuclear strike in just one ‘war’ theatre. Secondly, the need to simulate nuclear drills to ‘deduce’ the standard operation procedures when such a rogue bomb is exploded in a densely populated place. This would help understand the holes in Indian capability and limitations of our social and civil structure (hospital, shelters) to cope with nuclear fallout.<br />Finally, Indians need to revamp the way we conduct our foreign policy to be able to handle the diplomatic fallout from such a confrontation.
